Parks and Recreation Commission Meeting
January 14th, 2009
7:00 P.M.
Call to Order
Roger Clarke Called the meeting to order at 7:00 p.m.
Present: Roger Clarke, Dan Gabrielli, Noel Schmidt, Russell Schmidt, Dave Strub, Jim
Taylor.
Absent: Rachel Berger, Melissa Parker
Staff Present: Scott Anderson, Public Works Director
Debi Close, Parks Secretary
I. Approval of Minutes of December 10, 2008
Strub made a motion, Taylor seconded to approve the minutes of the December 10,
2008 Parks Commission meeting.
All Aye. Motion Carried.
II. Update on Parks and Recreation Subcommittee
Taylor updated the commission on the park and recreation subcommittee meeting
that was held January 13, 2009. The subcommittee determined that more
information was needed regarding the "needs" of the residents. The subcommittee
recommended a meeting with White Bear Lake Parks and Recreation to discuss
what programs were available to Hugo residents.
III. Update on Rice Lake Athletic Complex
Scott Anderson Public Works Director gave an update on the status of the Rice Lake
Athletic Complex. Staff is working with Laurie McRostie to continue to develop a site
plan for the layout of a future building and play area. Staff is continuing to explore
architect options for the concept designs of the future building.
IV. Discussion about Hunting on Park Property
Scott Anderson Public Works Director provided a copy of the current City Ordinance,
Shooting regulations 50-1.
Commission members had a very productive discussion with a wide range of
opinions on the subject. Commissioner Berger was unable to attend the meeting,
but provided an email expressing her opinions on the subject. Members of the
commission were in disagreement as to whether archery hunting should be allowed
on city park property. The Commission was in agreement that the ordinance
appeared to be outdated and in need of revision.
Taylor made a motion, Clark seconded to recommend the City Council form a
Subcommittee including members of the Planning Commission, Parks Commission
and City Council to review the current ordinance and recommend any changes
needed.
All Aye. Motion Carried.
V. Update on Oakshore Park Grand Opening
Taylor made a motion, Gabrielle seconded to start advertising the Oakshore Park
Grand Opening event to be held February 7, 2009 at 2-4:00 PM.
All Aye. Motion Carried.
VI. Other
Clark updated the commission on Washington County Land and Water Legacy being
suspended by Washington County Board of Commissioners.

Taylor made a motion, Schmidt seconded to adjourn the meeting at 9:20 p.m.
