Parks and Recreation Commission Meeting
February 11 th, 2009
7:00 P.M.
Call to Order
Roger Clarke Called the meeting to order at 7:00 p.m.
Present: Roger Clarke, Rachel Berger, Dan Gabrielli, Derek Larsen, Russell Schmidt,
Dave Strub, Jim Taylor.
Absent: Melissa Parker, Noel Schmidt
Staff Present: Scott Anderson, Public Works Director
Debi Close, Parks Secretary
I. Introduction of New Parks Commissioner Derek Larsen
Clarke welcomed Derek Larsen to the commission; brief introductions were made
from all commission members.
II. Approval of Minutes of January 14, 2008
Taylor made a motion, Gabrielli seconded to approve the minutes of the January 14,
2008 Parks Commission meeting.
All Aye. Motion Carried.
III. Update on Parks and Recreation Subcommittee
Taylor updated the commission on the park and recreation subcommittee meeting
that was held February 3, 2009. The subcommittee met with Dave Guenther the
Park and Recreation Director for White Bear Lake Schools. Dave Guenther was
supportive about the ideas of future recreation options for Hugo.
Subcommittee agreed that survey and public meeting needs to take place.
IV. Continued Discussion about Hunting on Park Property
Scott Anderson Public Works Director provided copies of a memo sent to Mike
Ericson City Administrator. The memo pertained to January 14, 2009 Park and
Recreation Commission Meeting discussion of revising the Shooting Regulations
Ordinance. Scott Anderson and Roger Clark will be addressing this to the City
Council at their scheduled meeting on February 17, 2009.
V. Continued Discussion on Memorials at City Parks
Scott Anderson Public Works Director reviewed a draft he composed of a Park
Memorial Policy for discussion. All members agreed that an application should also
be in place for this type of request along with consulting legal representative on
verbage. Progress will continue on this draft, application and review.
VI. Update on Oakshore Park Grand Opening
Berger recapped the grand opening and sledding party held at Oakshore Park on
February 7, 2009. Approximated 50-75 residents attended and with weather working
in our favor, fun was had by all. Schmidt suggested this type of community event be
held yearly. All commission members were in favor of this idea.
VII. 2009 City Council Goal Setting Session
City Council met on February 3, 2009 to review and discuss goal setting for 2009.
Park Goals were made on November 12, 2008 at the parks commission meeting.
Strub referred to the parks master plan on large acreage research requirements that
were set into place for future land direction and this was included in the goal setting
request.
City Council will meet to make further decisions on the goal setting at the February
17, 2009 City Council Meeting.
VIII. Other
Rice Lake Park - Scott Anderson Public Works Director had a discussion with Bryan
Bear Community Development Director about the many options of building types
being considered for the Rice Lake Athletic Complex. Bryan Bear will schedule a
meeting with an architect and the donator to get a rough concept. Subcommittee will
reconvene on February 24, 2009 to go over rough concept ideas.
General Observation — Commission Chair Roger Clarke wanted to express
appreciation of alternative perspective and dialog from the parks commission
members. He stated that this has lead to better progress, better decision making
and in general has helped lead the City's Parks and Recreation in a positive
direction.

Taylor made a motion, Strub seconded to adjourn the meeting at 8:26 p.m.
