Call to Order Roger Clarke Called the meeting to order at 7:10 p.m. Present: Roger Clarke, Rachel Berger, Dan Gabrielli, Russell Schmidt, Dave Strub, Jim Taylor. Absent: Derek Larsen, Melissa Parker, Noel Schmidt, Staff Present: Steve Duff, Sr. Engineer Technician Shayla Syverson, Economic Development/Parks Intern Debi Close, Parks Secretary I. Approval of Minutes of May 13, 2009 Strub made a motion, Taylor seconded to approve the minutes of the May 13, 2009 Parks Commission meeting. All Aye. Motion Carried. II. Update on Hunting Sub -Committee Clarke updated the Commission Shooting — City ordinance needs to meet State Law requirements. Archery — Active parks prohibit unless approval from the City of Hugo Inactive parks being evaluated Clearwater Creek and Rice Lake Park. Hunting Restriction - Prohibited at small parks unless approval from the City. Bald Eagle — Motion brought to City Council to ban hunting on the lake failed. III. Update on Hanson Property Taylor informed preliminary purchase agreement was presented to Attorney Dave Hebert for the Hanson Property. Included in this agreement was a clause referring to property and house debris removal. IV. Letter from White Bear Baseball Association President, Jon Peterson Scott Anderson Public Works Director presented the letter submitted by John Peterson, President of White Bear Baseball Association. The growth on this program is increasing with currently a third of the population being Hugo youth. Future discussions will continue about the need of more baseball fields in Hugo. V. Rice Lake Park Update Scott Anderson Public Works Director provided copies of the schematic design plans prepared from Landform. Ground breaking will begin in the spring. VI. Update from Parks/Recreation Intern Scott Anderson Public Works Director introduced Shayla Syverson the Economic Development/Parks Intern. Shayla explained her main role in the City is working with the Parks Commission on managing the future Rice Lake Park athletic facility and working on program information. VII. Other Tot Time Berger informed the need of expanding Tot Time programs to include an additional day. A meeting has been set up in two weeks with Dave Gunther the Director of Community Service to discuss the options. Program focus needs to include opportunities to help connect families in the community with lack of gathering locations currently available in the City. Rice Lake Park Soccer Fields Scott Anderson Public Works Director made a motion, Russell Schmidt seconded to not open Rice Lake Park Athletic Fields until 2010 with no scheduling or organized activities until opening date. All Aye. Motion Carried. Weeds Control and Landscaping Berger expressed resident concern on weed control in some of the city parks. Scott Anderson Public Works Director updated on standard prevention and additional treatments being applied last week to help with control. Berger updated that she has also had many request on City parks needing additional shade trees by benches and play structures. Shayla Syverson Economic Development/Parks Intern said she would research programs including adopt a tree or a tree drive. Park Rules Gabrielli expressed interest in signage for basic ordinance information and/or park rules to be posted in the city parks. Scott Anderson Public Works Director will research and send a general listing via email before the next parks meeting. Frog Hollow Park Improvements Clark updated on Creekview Preserve residents having an interest in possibly donating funds toward Frog Hollow Park. Clarke and Scott Anderson Public Works Director reviewed the needs list and determined Matting equipment under the swing sets to be necessary. Clark will touch base with the residents and follow up the parks commission at the next meeting. Adjournment Strub made a motion, Taylor seconded to adjourn the meeting at 8:10 p.m. All Aye.
