Parks and Recreation Commission Meeting
July 8th, 2009
7:00 P.M.
Call to Order
Rachel Berger Called the meeting to order at 7:06 p.m.
Present: Rachel Berger, Derek Larsen, Noel Schmidt, Dave Strub, Jim Taylor.
Absent: Roger Clarke, Dan Gabrielli, Melissa Parker, Russell Schmidt
Staff Present: Scott Anderson, Public Works Director
Shayla Syverson, Economic Development/Parks Intern
Debi Close, Parks Secretary
I. Approval of Minutes of June 10, 2009
Larsen made a motion, Strub seconded to approve the minutes of the June 10, 2009
Parks Commission meeting.
All Aye. Motion Carried.
II. Update on Hanson Property
Scott Anderson, Public Works Director informed that negotiations discussions have
started on the Hanson property. He will continue to update the commission on this
when progress is developed.
Strub made a motion, Taylor seconded to recommend continued negotiations and to
bring to City Council for approval of the property.
All Aye. Motion Carried.
III. Rice Lake Park Update
Taylor updated the Commission on the budget estimate drafted from Landform or the
Rice Lake Park Building Structure. Reviewing possible budget cut options were
discussed with evaluating the special parks fund budget worksheet.
Shayla Syverson Economic Development/Parks Intern reminded the commission of
long term cost savings and rebates offered on a certified lead structure with the
discussion.
Noel Schmidt made a motion, Taylor seconded to approve spending an additional
$150,000.for the Rice Lake Park Building Structure contingent on approval from the
Hanifl Foundation and City Council.
Aye Berger, Noel Schmidt and Strub.
Nay Derek Larsen.
Aye's have it and Motion carried.

VI. Discussion on Bernin Lease Agreement Extension
Scott Anderson Public Works Director updated the commission that Bruce Bernin
approached the City to request an extension on his property lease agreement. The
request was for an additional 5 year rental agreement and he would no longer utilize
the property as a tree farm. A memorandum was drafted for review on the current
lease agreement.
Strub commented on the additional improvements and care of the property that
currently the Bernins have provided.
Taylor made a motion, Berger seconded to recommend a 5 year lease renewal to
City Council.
All Aye. Motion Carried.

Berger made a motion, Taylor seconded to adjourn the meeting at 7:58 p.m.
