Call to Order Roger Clarke Called the meeting to order at 7:00 p.m. Present: Roger Clarke, Dan Gabrielli, Derek Larsen, Melissa Parker, Noel Schmidt, Dave Strub, Jim Taylor. Absent: Rachel Berger, Russell Schmidt Staff Present: Scott Anderson, Public Works Director Shayla Syverson, Economic Development/Parks Intern Debi Close, Parks Secretary I. Approval of Minutes of August 12th, 2009 Larsen made a motion, Taylor seconded to approve the minutes of the August 12, 2009 Parks Commission meeting. All Aye. Motion Carried. II. Skate Park Discussion Brady Peterson and Eric Romey addressed the commission on the need for a skate park in Hugo. With working parents and no transportation, this age group is in need of something to do or a place to go. They provided a petition with signatures and conducted surveys with other youths in the community and felt a consistent amount of support for a skate park. The Commission thanked them for bringing the issue to their attention and all agreed that more activities are necessary. Further discussions on a skate park will be had with the discussion on Lions Park. Eaale Scout Presentation Kevin Fox approached the Commission with request to build a purple martin bird house and two bluebird houses to be housed in Oneka Park. He hopes the project will help educate the community on Purple Martins and provide them with a place to thrive. Bruce Bernin will be assisting with this project. Roger Clarke made a motion, Gabrielli seconded to endorse the construction of the three bird houses and sponsor the $940.00 in funding. All Aye. Motion Carried. Dillon Wogensen approached the Commission with request to build wood duck houses and install them in the Clearwater Creek Preserve. The houses will assist in the protection of the species. Roger Clarke made a motion, Strub seconded to approve the purposed project and $375.00 funding with the condition of a consult with City Council Member Chuck Haas to help determine housing locations. All Aye. Motion Carried. IV. Continued Discussion on Park Rules/Ordinances Scott Anderson Public Works Director provided copies of a memorandum on park rules/signs. This listed out recommendations on 5 priority rules. 1. No motorized vehicles allowed 2. Alcohol allowed by permit only 3. No littering 4. Dogs must be on a leash at all times 5. Use of picnic facilities is first-come, first-served These rules are to be posted in active neighborhood parks. Posting rules in other parks will be discussed at a later date. Dan Gabrielli made a motion, Parker seconded to recommend proceeding with signs as discussed. All Aye. Motion Carried. V. Update on Huntinq (Review of City Council Discussion) Roger Clarke updated the commission on the City Council meeting that was held September 8, 2009. The Council had approved the resolution for banning discharge of fire arms on Bald Eagle Lake. VI. Update on Hanson Property Neighborhood Meeting Taylor updated the commission on the Hanson property neighborhood meeting held on September 2, 2009. Point discussions were on interim use, access entry of the property and security issues while the park is inactive. Staff was directed to prepare an interim use list and bring back Commission for review. The Commission discussed holding public hearing in November to present a proposal for the interim use of the park and to start the planning process. VII. Hanifl Foundation Donation/501.0 Non-profit Organization Shayla Syverson, Economic Development/Parks Intern reviewed the discussion made at the July 20, 2009 City Council meeting to formalize relations with the Hanifl foundation. Since that time the Park and Recreation Programming Sub -Committee discussed potential board members and named the organization "Friends of Hugo Parks and Recreation". The next step is working with City Attorney Dave Snyder on creating a 501 c3. Tentative Board Members areas follows: Jim Taylor — President Katie Riopel — Vice President Sharon Hanifl — Lee Pete Pederson Matt Raushendorfer Russ Schmidt Derek Larsen Scott Anderson Anna Wobse - Treasurer Derek Larsen made a motion, Strub seconded for staff recommendations of board members to be accepted. All Aye. Motion Carried VIII. Lion's Park Tennis/Basketball Court Scott Anderson, Public Works Director went over his estimate to resurface the tennis courts at the Lions Park. The approximate cost for material is $7-8,000 and does not include equipment. Asphalt would sustain a life expectancy of approximately 5 years and needs to be considered as an interim use only. Taylor directed staff to review the skate board park costs for a level 3 park with proper height requirements leading to no supervision and utilizing concrete. Taylor also requested pictures of other parks offering this in the surrounding communities. IX. Budget Discussion Scott Anderson, Public Works Director went over the estimate of fund balances worksheet. Roger Clarke requested to set aside money in future budgets for small project proposals, such as the that of the Boy Scouts and to start making priorities for the 2010 budget in November. X. Update on Parks and Recreation Sub -committee (Shavla) Shayla Syverson, Economic Development/Parks Intern stated the current priorities of the Sub -Committee are that of the community survey and operation of the concession stand at Rice Lake Park. XI. Other Scott Anderson, Public Works Director explained he was approached by a resident requesting the trail to be extended in Clearwater Creek Preserve. Roger Clarke previously discussed options of extending the trail with a Wetland Biologist in the past and an area is already designated for when the time is ready, which is outside of the wetland boundaries. Scott Anderson, Public Works Director informed that if wood chips are accumulated throughout the winter, putting in this extension could be possible by next spring.
