Parks and Recreation Commission Meeting
December 9th, 2009
7:00 P.M.
Call to Order
Roger Clarke Called the meeting to order at 7:04 p.m.
Present: Roger Clarke, Rachel Berger, Dan Gabrielli, Derek Larsen, Melissa Parker,
Dave Strub, Jim Taylor.
Absent: Noel Schmidt
Staff Present: Scott Anderson, Public Works Director
Shayla Syverson, Economic Development/Parks Intern
Debi Close, Parks Secretary
I. Approval of Minutes of November 18th, 2009
The minutes were corrected to note the absence of Derek Larsen.
Berger made a motion, Strub seconded to approve the minutes of the November 18,
2009 Parks Commission meeting.
All Aye. Motion Carried.
II. Community Service Project Presentation from Olivia Hagen
Olivia Hagen addressed the commission for a community service project. She would
like to hold a Dog Walk event to raise money for charity. This event would be held at
Clearwater Creek Preserve in April and the funds would go towards helping homeless
pets at the Otter Lake Animal Care Center. Plans included registration, displaying
behavior expectations, charging a small fee, and having booths from local animal -related
businesses and activities. Volunteers have already been established to help run the
event.
Berger made a motion, Gabrielli seconded to allow staff time and resources to be used
to help support this event in Clearwater Creek Preserve.
All Aye. Motion Carried.
III. Goal Setting
Commission discussed and established goals for 2010.
IV. Update from Parks and Recreation Programming Sub -Committee
Shayla Syverson, Economic Development/Parks Intern, updated the commission on the
focus group that met on that December 8t", 2009. A full summary of the focus group will
be presented with the results of the community survey. Dialog and feedback from
residents included a few points of interest:
1. Community Center
2. Trails
3. Excitement about larger parks/Hansen property purchase
4. Heritage Ponds Park
5. Dog Park
Also, further meetings will be held with Dave Scheer and Mark Hjelle on coordinating
field layout and scheduling of soccer events at the Hanifl Fields Athletic Park.
V. Acknowledgement of Parks Commission Service
Roger Clarke thanked Dan Gabrielli and Melissa Parker for the service they have given
to the community as Park Commissioners. The vacancies will be advertised. Dan
Gabrielli will continue to be the liaison with the White Bear Lake Community Services
and Recreation Advisory Council until a replacement is designated to take over this role.
VI. Other
Taylor requested further Parks Commission discussions as the City Council works on
the shooting ordinance, especially hunting passive parks.
Taylor wanted the commission to be aware that the City Council discussed charitable
gambling at local establishments and that there may be changes in how it is handled. .
This is an item that will be watched to see if further involvement of the Parks and
Recreation Commission will be necessary.
Roger Clarke asked that the agenda for the next meeting include discussion on Earth
Day. Earth Day is held on April 22nd, 2010 and would like to see how the Commission
could help participate in this event.

Gabrielli made a motion, Parker seconded to adjourn the meeting at 8:40 p.m.
