Council Chambers, City Hall Call to Order Jim Taylor called the meeting to order at 7:03 p.m. Present: Rachel Berger, Roger Clarke, Derek Larsen, Mat Rauschendorfer, Dave Strub, Jim Taylor, Tom Windisch Absent: Kris Birch, Noel Schmidt Staff Present: Scott Anderson, Public Works Director Shayla Syverson, Parks Planner Debi Close, Parks Secretary I. Aaproval of Minutes of June 9. 2010 Clarke made a motion, Windisch seconded to approve the minutes of the June 9, 2010 Parks Commission meeting. All Ayes. Motion Carried. II. Lions Park Neighborhood Meeting Letters were sent on June 22, 2010 to residents living near Lions Park and other interested parties to discuss the purposed development plan for Lions Park. Shayla Syverson, Parks Planner provided a summary of the concept plan and layout for discussion. The Parks Commission opened the floor up to residents. Mark O'Connor, a Hugo resident addressed the Parks Commission about donating basketball hoops. He also wanted to express interest in having more ice skating rinks in the area. Scott Anderson, Public Works Director, informed that he has had a lot of feedback on the need for -1- Parks Commission July 14, 2010 more rinks in our community. Taylor confirmed more rinks are needed and this will be discussed in the future. Taylor made a motion, Clarke second to approve the proposed development plan for improvements and the skate park at Lions Park. All Ayes. Motion Carried III. Discussion on Park Dedication Policy Shayla Syverson, Parks Planner, gave a presentation on the current Park Dedication Policy and possible changes. The Parks Commission discussed the following options: • Fair market value of park land dedication • Credit for private recreation facilities within the development • Dedication of park land in property outside the development or redevelopment. • Requirement of park dedication for commercial and industrial developments. • Fee structure requiring more than 10% to be dedicated with greater density • Option to pay 10% of fair market value of the land rather than $2,400 per unit. The Parks Commission provided staff with feedback on the options and directed staff to re -draft the Park Dedication Policy, keeping it simple. IV. Discussion on WBL Matching Grant Funding Shayla Syverson, Parks Planner updated the Parks Commission on discussions held with Dave Scheer, President of the White Bear Soccer Club on the need for additional youth soccer goals. Costs, product details and grant approval reimbursement costs were discussed. Strub made a motion, Rauschendorfer seconded to Purchase 3 U8 youth soccer goals for $3,300. and to then request reimbursement for $1,600 from White Bear Lake Community Services and Recreation Grant Funding Program. All Aye. Motion Carried V. Discussion on Park Rules Ordinance Larsen asked for an update on the park rules and if signs were ordered and asked for continued discussion on park rules. Memos from Syverson showed the existing park rules, examples of park rules in other communities and the park rules signs. Larsen asked if all Commission members could revisit the options for park rules and provide feedback at the August meeting. VI. Discussion on Spring Features at the Playgrounds -2- Parks Commission July 14, 2010 Taylor reported being approached by a resident in reference to the safety of the spring play equipment in the City parks. Scott Anderson, Public Works Director discussed replacement costs and replace options when repairs are necessary on existing equipment. Commission members also discussed user bewares standards with appropriate expectations of use. VII. Update on Hansen Property Scott Anderson, Public Works Director mowed the 2 miles of multi use trails. Syverson, Roger Clarke and Jyneen Thatcher, Natural Resource Specialist walked the Hansen property to do an inventory of wetlands, plants, trees and assess the property for future development. No major barriers to the development were identified and minor recommendations for weed control were suggested for future planning of the development. Trails were mowed at the property which total approximately two miles. It was noticed that the new trails were rough to walk on in some points and were concerned about restricted use with its current condition. Commission members discussed options of resurfacing, ground cover, dozer and/or farm equipment tilling of the soil. Scott Anderson, Public Works Director will research costs and options for further discussion at the next meeting. Taylor suggested contacting Laurie McRostie for identifying restoration areas and determining noxious weeds for future burns. VIII. Discussion on Hanifl Fields Athletic Park Scott Anderson, Public Works Director updated that the ground breaking ceremony is to be held on July 19, 2010. The construction site will be contained until the building structure is up, for the safety of park goers. The White Bear Soccer Club is also hosting the Minnesota Youth Soccer Association East District Girls Championship at the fields on July 15 — 18tH Shayla Syverson, Parks Planner applied for grant funding for items at the Hanifl Fields Athletic Park through the recycling grant application to Washington County. A Recycled message board was approved for matching funding with a maximum of $1,250. and signage to educate environmental features. Commission members discussed the message center costs and asked City Staff to research similar boards for comparison on budget and design. Information will be presented at August meeting. IX. Update from the Park and Recreation Programming Sub -Committee Shayla Syverson, Parks Planner informed that participation levels are increasing at the Lions Den teen program. This week 12 kids were present for a slip -n -slide party to enjoy the sun and fun. Syverson presented information on a request from the Mahtomedi School District for financial support in the amout of $6,065. They conducted a study of costs for Community Education/ athletic facilities: — 5.6% of participants in the Mahtomedi School District are from Hugo -3- Parks Commission July 14, 2010 — Hanifl Fields Athletic Park was not included in facility calculations There is a 26.3% tax cap. rate for Hugo residents in Mahtomedi School District (others: 21.7%, 12.8%, 19.73%). The Mahtomedi School District requested $6,065 from Hugo in 2009 and 2010 for the costs associated with fields and facilities for youth. The cities of Mahtomedi, Dellwood and Pine Springs made contributions in 2009. Strub made a motion, Larsen seconded to recommend no contribution from the park funds. All Aye. Motion Carried. X. Update from the Health Sub -Committee Shayla Syverson, Parks Planner updated that the Health Sub -Committee has been discussing the SHIP program with intent of forming a community health initiative program. Discussion has been including a possible biking event. Taylor suggested expanding the farmers market. XI. Other Taylor informed that he was approached by a resident who resides in Beaver Ponds about donating a volleyball net, getting donated materials to construct a court and providing the volunteers to help build. Commission members discussed needing additional information. Taylor will request a letter with placement, sketch and/or details of the layout from the resident for further consideration. XII.
