Parks Commission, City of Hugo

Call to Order
Present: Rachel Berger, Kris Birch, Derek Larsen, Dave Strub, Jim Taylor, Mat
Rauschendorfer, Noel Schmidt
Absent: Roger Clarke, Tom Windisch
Staff Present: Scott Anderson, Public Works Director
Shayla Syverson, Parks Planner
Debi Close, Parks Secretary
Jim Taylor called the meeting to order at 7:06 p.m.
I. Approval of Minutes of October 13, 2010
Strub made a motion, Birch seconded to approve the minutes of the October 13, 2010
Parks Commission meeting.
All Aye. Motion Carried.
II. Update on Park Dedication Policy
Taylor updated the commission on the October 28, 2010 Public hearing meeting that
was held with the Planning Commission. The dedication policy is being placed on the
next City Council meeting for final decision. Taylor volunteered to address the
commission on this policy.
III. Update on Public Conduct in Parks Ordinance and Smoking/Tobacco Use
Policy
Taylor informed that the City Council tabled the recommendation for changes on the
Public Conduct in Parks ordinance and request for direction with the smoking/tobacco
use policy to November 15, 2010 City Council Meeting.

IV. Discussion on Athletic field Fees
Shayla Syverson, Parks Planner presented on the option of adjusting the current rental
fees at the Hanifl Fields Athletic Park and as well as implementing permits with a
minimal charge for tracking baseball field use.
Proposed:
Hanifl Fields Athletic Park:
City of Hugo - no Fee
School Districts - no fee
Athletic Organizations affiliated with the School Districts and City -Based non-profit
organizations of Hugo for youth - $3,250 per full-sized field $2,750 per U1 1/1-112 field
Adult and other- $75 per hour per field
Baseball Fields:
City of Hugo - no fee
School Districts - no fee
Athletic Organizations affiliated with the School Districts and City -Based non-profit
organizations of Hugo for youth - $10 per day
Other - $30 per day
Taylor made a motion, Larsen second to approve Hanifl Fields fee schedule with an
amendment on $40 daily for other use.
All Aye. Motion Carried
Larsen made a motion, Birch seconded to approve the baseball field fee schedule with
request to re-evaluate in one year.
All Aye. Motion Carried.
V. Concept Planning for the Future Park
Pete Pederson representing the Lions Club informed the interest for long range
development of Lions Park. Each year the Lions hold more community events and the
need for an additional structure has been discussed. The Lions Cub is interested in
donating/investing $35,000. to build a park shelter if the City will help match funds.
Taylor made a motion; Berger seconded directing staff to develop a master plan of Lions
Park.
All Aye. Motion Carried.
Commission Members included discussion on MORC. Commissioners agreed that a
master plan needs to be determined for the Park at Irish Avenue before direction can be
given to MORC.

VI. Homework: 2011 Goal Setting at December Meeting
Taylor reminded the Parks Commission that goals need to be determined for 2011.
Each member is to determine a list of priorities for the next meeting.
Larsen directed City Staff to verify that the Property Tax Levy is invested in a money
market fund.
VII. Adjournment
Berger made a motion; Larsen seconded to adjourn the meeting at 9:11 pm.
