Council Chambers, City Hall Call to Order Present: Rachel Berger, Kris Birch, Derek Larsen, Noel Schmidt, Dave Strub, Jim Taylor, Mat Rauschendorfer, Tom Windisch Absent: Roger Clarke Staff Present: Scott Anderson, Public Works Director Shayla Syverson, Parks Planner Debi Close, Secretary Jim Taylor called the meeting to order at 7:00 p.m. I. Approval of Minutes of March, 2011 Windisch made a motion, Larsen seconded to approve the minutes of the March 9, 2011 Parks Commission meeting. All aye. Motion carried. II. Heritage Ponds and Hanifl Fields Playgrounds Mike Basich, from St. Croix Recreation, presented color options for the Hanfil Fields Athletic Park play structure. Schmidt made a motion, Birch seconded to have a natural color scheme with brown posts. All Aye. Motion Carried. -1— Parks Commission April 13, 2011 Grant DeRoches, of Flagship Recreation, provided color scheme options for the playground at Heritage Ponds. Heritage Ponds residents were notified of the discussion on color schemes. Resident Grant Sather requested the playground be in earth tones. Strub made a motion, Berger seconded to approve the concept with earth tones and granite slides. All Aye. Motion Carried. III. Hunt for the Golden Spike Deb Barnes, Managing Editor of the Citizen, and Carter Johnson, Publisher of Press Publications, gave a presentation explaining the history of the golden spike and requested sponsorship participation. Taylor made a motion, Berger seconded to approve a $250.00 sponsorship of the Hunt for the Golden Spike, a part of Good Neighbor Days. All Aye. Motion Carried. IV. Irish Avenue Park Proposal — MN Gophers Gary Wilson, Head Coach of the University of Minnesota Women's Track, Field and Cross Country, proposed including cross country trails in future development of Irish Avenue Park. Wilson presented on a future multi -use facility which includes a cross country trail suitable for college and high school cross country runners and ball fields. Dave Percival, White Bear Lake Physical Education Teacher, also spoke of the quality of people involved in cross country. Commission members discussed and agreed that a master plan needs to be created for this space before further visions of the long range use can be accomplished. Taylor made a motion, Rauschendorfer seconded to start the planning process by creating a sub -committee. Strub requested additional discussion to identify stakeholders for the sub -committee. All Aye. Motion Carried V. Continued Discussion on the Tobacco Use Policy Derek Larsen provided handouts showing examples of other community's tobacco free policies. Discussions included endorsing the policies of the athletic associations whom use athletic fields in Hugo. A draft resolution implementing a tobacco free policy was edited and discussed. Larsen made a motion, Strub seconded to recommend that tobacco use be prohibited at park shelter buildings, playgrounds, skate parks, city -owned athletic fields and courts. -2— Parks Commission April 13, 2011 Aye - Larsen, Strub Nay — Schmidt, Windisch, Rauschendorfer Abstained — Berger, Taylor Rauschendorfer made a motion, Windisch seconded to that tobacco use be prohibited at park shelter buildings, playgrounds, skate parks, city -owned athletic fields and courts while youth recreation activities are present. Aye — Taylor, Windisch, Rauschendorfer, Strub. Nay — Schmidt, Larsen, Berger Motion Carried VI. Health Up and GO Wellness Challenge Kickoff Shayla Syverson, Parks Planner, updated on the Health up and Go Wellness Challenge. Kickoff is set for April 30, 2011. The event will have an incentive program for kids, walking club sign up, and information on CSA's, bike rides and other events. Taylor requested City Staff hand out park brochures to help educated residents on the surrounding parks in our community. Shayla Syverson, Parks Planner, said she would be setting up a table to hand these out. VII. Lemonade Day Rachel Berger addressed the Commission on Lemonade Day that is held on Sunday June 5th, 2011. As a part of Lemonade Day, permission could be given to children use City parks and other property to sell their lemonade. Taylor made a motion, Larsen seconded to request a waiver on the peddlers permits for Lemonade Day held on June 5th, 2011 on public property owned by the City. All Aye. Motion Carried. Shayla Syverson, Parks Planner, will request this item to be put on the City Council agenda for the next scheduled meeting held on May 2"d, 2010. VIII.
