Council Chambers, City Hall Call to Order Present: Rachel Berger, Kris Birch, Mat Rauschendorfer, Noel Schmidt, Dave Strub, Jim Taylor, Tom Windisch Absent: Roger Clarke Staff Present: Scott Anderson, Public Works Director Shayla Syverson, Parks Planner Debi Close, Secretary Jim Taylor started the meeting at 7:02 p.m. I. Approval of Minutes from September Meeting The minutes of the September 14, 2011 Parks Commission meeting were reviewed and no changes required. II. Update on Tour de Hugo Parks Planner, Shayla Syverson updated on the Tour de Hugo Bike event that was held on September 17, 2011 at the Hanifl Fields Athletic Park. There were 50 participants and the event ran very smooth. The majority of bikers choose to take the 18 mile course instead of the 5 mile or 23 mile courses. The event included bike decorating for the younger ones, lunch in the park after the ride, goodie bags, T shirts and a bonfire to keep warm. Sponsors were on site providing mechanical assistance and helping with volunteer needs. Feedback from organizers, sponsors and participants requested another event ride to be held in 2012. -1— Parks Commission October 12, 2011 III. Update on Irish Avenue Park Committee Parks Planner, Shayla Syverson updated on the Irish Avenue Park Planning Committee which held its first meeting on Wednesday October 5, 2011. Dave Percival and Gary Wilson shared their vision for a cross country course at Irish Avenue Park and the option of holding the University of Minnesota's Griak Invitational there as well. It can also host High School and other local meets too. Jim Taylor reminded of the original vision shared by the Parks commission members on Irish Avenue Park that included ball fields and other facilities that would ensure a viable recreation department for Hugo's future. Next meeting will be on November 2nd, 2011. Commission members discussed the need to review the Parks Plan on Irish Avenue at the next sub committee meeting to encompass how the residents/community needs would be met with the vision of cross county utilizing the property. IV. Update on Lions Park Master Plannin Parks Planner, Shayla Syverson gave an update on the public workshop that was held Tuesday, September 27, 2011 on the Lions Park master planning. Shareholders, Lions Club representatives, Hugo Good Neighbors Food Shelf representatives, City Council Members and residents were present for this open discussion. Feedback included what they like about the park as it is now and how they envision the park being used in the future. The workshop participants wanted to continue to provide a place for large community gatherings at Lions Park and also that there should be a large park shelter that would be multi-purpose. Other park features discussed included an ice arena, gazebo, walking paths, and a possible band shell. Next public workshop will be held Tuesday, October 18, 2011. Parks Commission members discussed having a large open space for events. The arrangement of the current structures and park features may not be the best layout in the future. Also, ball fields may not be needed in the future and may be converted to more open space. V. City Wide Bus Tour Parks Planner, Shayla Syverson informed that the 6th Annual City Wide Bus Tour will be on Saturday, October 15, 2011. The tour will include various neighborhoods, City projects and future opportunities within the City limits. -2— Parks Commission October 12, 2011 VI. Other Jim Taylor informed of Flagship recreation having an open house Thursday, October 13th, 2011. All Parks Commission members are invited to go or can call to schedule a separate tour if interested. Jim Taylor requested the next meeting include setting goals for 2012. VII.
