Council Chambers, City Hall I Call to Order Present: Kris Birch, Chris Boland, Roger Clarke, Mat Rauschendorfer, Dave Strub, Jim Taylor, Tom Windisch Absent: Joan Benner, Rachel Berger Staff Present: Shayla Syverson, Parks Planner Anna Wobse, Accounting Clerk Jim Taylor called the meeting to order at 7:00 p.m. I. Approval of Minutes from March Meeting Strub made a motion, Taylor seconded to approve the minutes of the March 14, 2012 Parks Commission meeting. Aye — Birch, Rauschendorfer, Strub, Taylor Abstained — Boland, Clarke, Windisch Motion Carried. Golden Snike Contest Saonsorshia Reauest Parks Planner, Shayla Syverson presented to the Parks Commission a letter from Carter Johnson and Deb Barnes of The Citizen asking the Commission for a $250.00 sponsorship for the 2012 Hunt for the Golden Spike. The annual hunt is held during Good Neighbor Days and "Spike" is always hidden in a city park or public property. Syverson informed the Commission that the sponsorship would include numerous advertising opportunities that would help promote Hugo parks and that funding is available for the sponsorship in the 2012 recreation budget. -1— Parks Commission May 9, 2012 Windisch made a motion, Boland seconded to approve the $250.00 sponsorship donation from the Parks Commission for the 2012 Hunt for the Golden Spike. All Aye. Motion Carried. Landscapina at Heritaae Ponds Park Parks Planner, Shayla Syverson shared with the Parks Commission the landscaping plan for Heritage Ponds Park that was designed by Jim Bever. The Commission had requested additional landscaping at Heritage Ponds during their 2012 Goal Setting Session. The plan includes landscaping around the pavilion, irrigation control cabinet and the newly added River Birch trees. The landscaping plan, which includes both annuals and perennials, will add year-round color interest and help the three areas complement each other. Taylor and Windisch expressed concerns over the amount of manpower that would be required to maintain the landscaping. Birch shared that annuals require weekly maintenance and need to be replaced yearly, whereas perennials need minimum maintenance; he believed it would be best to remove all annuals from the landscaping plan and replace them with perennials or ornamental grasses. Windisch questioned if there would still be funds available in the landscaping budget for park benches. Taylor made a motion, Birch seconded to approve the landscaping plan as presented, with the exception of removing all annuals in the plan and replacing them with perennials. Staff was directed to add two benches to the landscaping plan, but to not exceed the $10,000.00 budget. All Aye. Motion Carried. IV. Lions Park Planning Proposals Parks Planner, Shayla Syverson presented to the Parks Commission the proposals that were received for Lions Park Master Planning. At their March 14, 2012 meeting the Parks Commission requested that staff send out requests for proposals (RFP) for master planning of Lions Park; eight proposals were received and staff rated each proposal using a criteria based point system. Based on the established point system, staff found that there were four proposals that would fulfill the needs of the Parks Commission; they included Brauer & Associates, Landform, TKDA and Treeline. Syverson presented on each proposal and asked the Commissioners for their thoughts. After much discussion the Commission narrowed their top two choices to Brauer & Associates and Treeline. The Commissioners liked Brauer and Associates' visual drawings, simple and appealing shelters, and the extensive park planning experience demonstrated in their proposal. Treeline also demonstrated excellent park planning experience and offered the lowest bid, but the Commissioners had mixed feelings about selecting a company that only had one consultant. The Parks Commission would like to see a proposal from Treeline for future planning of passive parks. -2— Parks Commission May 9, 2012 Taylor made a motion, Birch seconded to direct staff to recommend to the City Council at their May 21, 2012 Council Meeting to accept the proposal from Brauer & Associates to assist with the preparation of master plan drawings for Lions Park. All Aye. Motion Carried. V. Update on Hanifl Concession Stand Parks Planner, Shayla Syverson updated the Commission on the concession stand at the Hanifl Fields Athletic Park. The Hugo Lions Club opened the concession stand at Hanifl for the season on Monday, April 30, 2012. The stand is being staffed by White Bear Lake Soccer volunteers. The stand will be open Monday thru Thursday and on select weekends when events or tournaments are scheduled. VI. Adjournment Birch made a motion, Windisch seconded to adjourn the meeting at 8:20 pm.
