Council Chambers, City Hall Call to Order Present: Joan Benner, Rachel Berger, Kris Birch, Mat Rauschendorfer, Dave Strub, Jim Taylor Absent: Chris Boland, Roger Clarke, Tom Windisch Staff Present: Shayla Syverson, Parks Planner Anna Wobse, Accounting Clerk Jim Taylor called the meeting to order at 7:04 p.m. I. Approval of Minutes from February Meeting Berger made a motion, Rauschendorfer seconded to approve the minutes of the February 8, 2012 Parks Commission meeting. Aye — Benner, Berger, Birch, Rauschendorfer, Taylor Abstained — Strub Motion Carried. Recreation Proarams — Sorina & Summer Parks Planner, Shayla Syverson presented to the Commission the spring and summer recreation programs taking place this year. Skate camp will be held on June 25 & 26 at Lions Park; it will again be presented by 3rd Lair and include instruction for more advanced skaters. The Walking Club will also continue this year, taking place on Mondays at 6pm. Staff will continue to work with the local health clinics and try to get a lecture series in place as another element of the walking club. Also continuing this year -1— Parks Commission March 14, 2012 will be the outdoor movie nights, with one being held at the end of August and one tentatively scheduled for the end of May — weather permitting. New programs for 2012 will include geocaching, roaming recreation and a sports camp. The geocaching program will start May 1, 2012 and conclude with prizes being awarded on October 15, 2012. Geocaching passports will be available for pickup during Kidz -N - Biz on April 21, 2012. The Parks Commission discussed registering the program on the geocaching website or using the City of Hugo website and decided to keep it as an internal program to get the residents of Hugo active in their neighborhood parks. The roaming recreation program will be offered on Tuesdays and Thursdays in June and July with two sessions being offered; 9:OOam to 11:00am and 2:OOpm to 4:OOpm. There will be no cost to residents and no pre -registration required. The Commission members discussed locations, names, and activities. The four parks chosen were Arbre Park, Beaver Ponds Park, Diamond Point Park and Oakshore Park; with each park being assigned a specific day of the week and session. Staff was directed to advertise the program through the local schools, the local newspaper and flyers distributed to adjoining neighborhoods. Also discussed for 2012 was the sports camp program offered by Skyhawks. The sports camp will be held August 13th thru the 17th and feature soccer, t -ball and basketball for ages four to seven and flag football for ages seven to twelve. Lions Park Plannin Parks Planner, Shayla Syverson updated the Commission on the background, steps taken to date, and what the next steps are related to Lions Park Planning. The Parks Commission has numerous next steps they could take, ranging from putting together conceptual drawings to holding evening public meetings to hiring a consultant to assist with the drawings. Commission members agreed that they should move forward and send out request for proposals (RFP) and once the proposals are received the Commission members and stakeholders could determine the implementation phases. It was decided to send out up to 5 RFPs to various design firms. The RFPs would mandate that the firms follow the already approved concept guidelines. The returning proposals would need to include an initial meeting to discuss the park plan, a second meeting to discuss the drawings and a third meeting to finalize the drawings. The firms' proposals would also need to include the submittal of three drawings, plus the final preferred concept and cost analysis. Taylor made motion, Berger seconded to direct staff to send out up to 5 requests for proposals for Lions Park which would require the firms to include information about their services, meeting participation, types and number of drawings and the associated costs. April 11, 2012 Meeting The Parks Commission and Staff discussed the possibility of canceling the April 11, 2012 Parks Commission meeting. Taylor made a motion, Birch seconded to cancel the April 11, 2012 meeting. All Aye. Motion Carried. V. Adjournment Birch made a motion, Berger seconded to adjourn the meeting at 8:03 pm.
