Parks Commission, City of Hugo

Call to Order
Present: Rachel Berger, Roger Clarke, Kris Birch, Derek Larsen, Noel Schmidt, Mat
Rauschendorfer, Dave Strub.
Absent: Derek Larsen, Jim Taylor, Tom Windisch
Staff Present: Shayla Syverson, Parks Planner
Debi Close, Secretary
Rachel Berger called the meeting to order at 7:02 p.m.
I. Approval of Minutes of April 13th 2011
Strub made a motion, Rauschendorfer seconded to approve the minutes of the April 13,
2011 Parks Commission meeting.
All aye. Motion carried.
II. Lions Park Proposal
Pete Pederson, of the Hugo Lions Club, presented a request to construct a shelter in
Lions Park. An additional structure is needed for events that the Club holds including
Good Neighbor Days and the Golden Gloves Boxing Tournament. The shelter could be
used for multiple things such as movie nights in the park, the Willson Tool annual
employee picnic and other events. With early planning, the shelter could be constructed
large enough to cover an ice skating area in the winter. Pederson requested that a
Master Plan be developed for Lions Park.

Parks Planner Shayla Syverson presented an optional process to gather feedback from
residents and create a master plan on Lions Park. Staff recommended coordinating the
process with Landform.
Clarke made a motion, Rauschendorfer seconded to form a sub committee (including
Parks Commissioners, Planning Commissioners, residents, EDA Commissioners,
Historical Commissioners, members of the Lions Club, etc) to help establish a master
plan for Lions Park.
All Aye. Motion carried.
Parks Commission members volunteering for the Lions Park Master Plan Sub
Committee include: Birch, Strub and Berger.
Strub made a motion, Berger seconded to direct Shayla Syverson, Parks Planner to start
early negotiations with Landform to help with planning of the Lions Park master plan.
All Aye. Motion carried.
III. Update on the Tobacco Policy
Shayla Syverson, Parks Planner updated on the City Council Meeting held May 2, 2011.
The City Council did not approve the Tobacco Use Policy.
IV. Update on the Health Up & Go Wellness Challenge
Schmidt updated on the Health Up & Go Wellness Challenge kickoff that was held on
April 30, 2011. Many participants registered for the walking club that meets at 6:30pm
on Mondays at City Hall and the event was attended by approximately 50 people. Large
interest has already been shown in holding the next wellness challenge.
Clarke suggested that a bike club be formed for families or casual bikers and be
included next time and asked for future agenda item to include trail maintenance and
improvements on the existing paths in Clearwater Creek Preserve Park.
V. Adjournment
Clarke made a motion; Strub seconded to adjourn the meeting at 8:12 pm.
