Council Chambers, City Hall Call to Order Present: Joan Benner, Rachel Berger, Kris Birch, Chris Boland, Mat Rauschendorfer, Dave Strub, Jim Taylor, Tom Windisch Absent: Nicole Schmid Staff Present: Shayla Syverson, Parks Planner Debi Close, Secretary Jim Taylor called the meeting to order at 7:03 p.m. I. Approval of Minutes from July Meeting Windisch made a motion, Rauschendorfer seconded to approve the minutes of the June 12, 2013 Parks Commission meeting. Abstained: Taylor, Boland Ayes: Benner, Berger, Birch, Rauschendorfer, Strub, Windisch. Motion carried. II. Fable Hill Park Request Shayla Syverson, Parks Planner gave a presentation on the needs analysis for Fable Hill Park. Discussion included annual goal setting and capital improvement planning. Taylor made a motion, Rauschendorfer seconded to include Fable Hill in the neighborhood needs analysis. All Aye. Motion Carried III. Dog Park Shayla Syverson, Parks Planner reviewed current property options suitable for a Dog Park that encompassed the original criteria requirements listed in the March 13, 2013 Parks Commission meeting. Bald Eagle Industrial Park property has a large portion of delineated wetland, does not meet the acreage and parking requirements. 2. Irish Avenue is currently a passive recreation park with no master plan defined yet. Typically a dog park is not deemed an interim park use. Taylor requested Lions Park and Irish Avenue park master planning be on the next parks meeting agenda for discussion. Properties for sale in the area don't meet the criteria but staff will continue to watch for properties that become available. Commission members agreed that a guardian/volunteer organization would be crucial to its success with the day to day maintenance no matter when it is planned or where it's located. IV. Frog Hollow Park Shayla Syverson, Parks Planner reviewed the equipment replacement needs in Frog Hollow Park. Taylor made a motion, Strub seconded to purchase the Volito Multi User Swing. All Aye. Motion carried. V. Tour de Hugo Update Shayla Syverson, Parks Planner updated on the third annual Tour de Hugo bike event that will be held Saturday September 14t", 2013. The event is teamed up with the Hugo Lion's Harvest Festival. This season additional routes were added to encourage all types of groups to participate. VI. Other Birch requested a current maintenance list of public property. Windisch requested a bike rack be put into the Hanifl Fields Park. VII. Adjournment Windisch made a motion, Strub seconded to adjourn the meeting at 8:11 pm.
