Parks Commission, City of Hugo
July 10, 2013

Call to Order
Present: Joan Benner, Rachel Berger, Kris Birch, Mat Rauschendorfer, Nicole Schmid, Dave
Strub, Tom Windisch
Absent: Chris Boland, Jim Taylor
Staff Present: Scott Anderson, Public Works Director
Shayla Syverson, Parks Planner
Debi Close, Secretary
Rachel Berger called the meeting to order at 7:03 p.m.
(._Approval of Minutes from May Meeting
Windisch made a motion, Rauschendorfer seconded to approve the minutes of the June 12,
2013 Parks Commission meeting.
Abstained: Birch
Ayes: Benner, Berger, Rauschendorfer, Schmid, Strub, Windisch.
Motion carried.
II. Presentation from the Fable Hill HOA
Chantal Knauss, Board Member of Fable Hills Homeowners Association addressed the Parks
Commission. The residents of Fable Hills are requesting consideration for a park to be
constructed on Outlot A. The developer dedicated the property to the City. With covenant
restrictions preventing homeowners to have play structures on their property, the need for a play
area is great. Currently, the Fable Hill Park is on the Parks Capital Improvement Plan as a
wishlist project for 2017.
Scott Anderson, Public Works Director updated on the grade and topsoil correction work at the
property.
Strub made a motion, Windisch seconded to direct staff to work with the Homeowners
Association and develop a plan with a needs analysis for this neighborhood.
All Aye. Motion Carried.
III. Frog Hallow Park
Kyle and Chloe, youth residents and Oneka Elementary students addressed the Parks
Commission. They asked 60 residents about options for the replacement the skate slider and
determined a "Pizza Swing" was the best choice. [A "pizza swing" is a multi -person swing.]
Strub made a motion, Schmid seconded to direct staff to check on the cost for the pizza swing
and to determine the safety space requirements for this piece of play equipment.
All Aye. Motion Carried.
Parks Commission members agreed that if the baby slide was needed to be moved it could be
considered and additional park features could be cost evaluated by staff also.
IV. Program Marketing Update
Shayla Syverson, Parks Planner presented the current recreation program options which
include Park Play Days, Nature Camp, Skyhawks Sports Camp, and the Tour de Hugo.
V. Other
Berger suggested consideration of BMX track for Irish Avenue Park.
Rauschendorfer commented on trail connections.
VI. Adjournment
Berger made a motion, Birch seconded to adjourn the meeting at 8:47 pm.
