Council Chambers, City Hall Call to Order Present: Rachel Berger, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Jim Taylor, Tom Windisch Absent: Joan Benner Staff Present: Bryan Bear, City Administrator Scott Anderson, Public Works Director Shayla Syverson, Parks Planner Eric Maass, Community Development Intern Jim Taylor called the meeting to order at 7:09 p.m. I. Approval of Minutes from October Meeting Berger made a motion, Strub seconded to approve the minutes of the October 10, 2013 Parks Commission meeting, with a change. All Ayes. Motion carried. II. Recognition of Hugo Hockey Rink Volunteers Scott Anderson, Public Works Director introduced Steve Unzen and Doug Vail to the Parks Commission and updated them on all the work completed by volunteers at the Hugo Elementary Hockey Rink. Volunteers included Dave Crever, Norm Everson, Jim Kloos, Cliff Lutz, Dan Tracy, Dan Vail, and Mike Wallace. Additional help was provided by Jon Anderson of White Bear Lake Area Schools. Through the generous donations of local establishments, the volunteers constructed an addition to the current warming house for the storage of a tractor that would be used for maintaining the ice. Partners in the project included Home Depot, Hugo American Legion, Local Union Council #82, Centennial Hockey, White Bear Hockey Club, Hugo Business Association, Hugo Lions Club, Hugo Parks Commission, Hugo Rental, Hugo Chiropractic, DeadBroke Saddle Club, The Blacksmith, Bayport Legion, Northern Signs, Premier Bank, and Hugo Auto. Construction assistance was provided by Carl Bolander and Sons, Cemstone, and Ace disposal. Home Depot provided $4,000 for construction materials, and Subway donated coupons to feed the crew. Parks Chair, Jim Taylor thanked the volunteers for their hard work and dedication to the Hugo Community. He also stated that if additional assistance was needed to not hesitate to come to the Parks Commission for help. Parks Commissioner Tom Windisch described the project as a shining example of what can be accomplished by just a few people and that it was a great story of community service and support. III. Parks Commission Bylaws Shayla Syverson, Parks Planner provided a presentation on the current Parks Commission Bylaws and the changes staff recommended by made to the Parks Commission Bylaws. Taylor stressed the importance of regular attendance if the number of Commissioner on the Parks Commission was reduced from nine member to seven. Taylor Made motion, Windisch Seconded. All Ayes. Motion carried. IV. 2013 Annual Report Shayla Syverson, Parks Planner presented the 2013 Annual Report of the Parks, Recreation, and Open Space Commission. Accomplishments included new recreation programs including Teen Movie Night and Nature Camp, expansion of the Tour De Hugo to 180 participants, consistent attendance at Park Play Days, and expansion of the city's Geocache program. Overall financial support totaling $4,800 was donated by 25 local businesses which supported the participation of over 1,300 residents in Hugo recreation programs. In addition to the volunteer efforts at the Hugo Elementary Hockey Rink, Syverson described the volunteer efforts put forth by local Elementary teachers throughout town. Park projects included playground improvements at Frog Hollow Park, Oneka Lake Park, and Diamond Point Park. VI. 2014 Goal Setting The Parks Commission discussed goals and action steps for 2014. VI. Adjournment Berger made a motion, Windisch seconded to adjourn the meeting at 10:28 pm
