Council Chambers, City Hall Call to Order Present: Rachel Berger, Mat Rauschendorfer, Nicole Schmid, Jim Taylor, Tom Windisch Staff Present: Shayla Syverson, Parks Planner Debi Close, Secretary Absent: Joan Benner, Dave Strub Jim Taylor called the meeting to order at 7:00 p.m. I. Approval of Minutes from February Meeting Rauschendorfer made a motion, Schmid seconded to approve the minutes of the February 26, 2014 meeting. Taylor and Windisch abstained. Ayes: Rauschendorfer and Schmid Motion carried. Trail Develoament Polic Shayla Syverson, Parks Planner reviewed a section in the Comprehensive Plan on future trails and sidewalks. Parks Commissioners discussed a policy that would prioritize trail projects. Parks Commission members agreed that safety and connectivity to destination spots in the community were high priority. Rauschendorfer requested an understanding of why mill and overlay street improvement projects don't incorporate sidewalk or trail improvements when repairs are already being done. Scott Anderson, Public Works Director informed that mill and overlay projects are resurfacing the existing street. Additions to the project such as curbs, sidewalks, trails or widening of the streets for bike or walking paths would require possible assessments, land acquisition, and higher costs. An interest was shared in a policy to prioritize where and what trails are important and to be able to work with resident requests. Possible criteria were discussed including feasibility, density of neighborhoods, community hubs, etc. City Staff was directed to draft a Trail Development Policy for future revisions. III. Recreation Program Update Shayla Syverson, Parks Planner updated on the programs being offered this summer including: Nature Camp, Park Play days, Sky hawk sports camps, Movie nights and Washington County Library programs/events. IV. Other Parks Commissioners asked about the concession stand at Hanifl Fields Athletic Park. Staff was directed to research what it would take to make the stand available for park users. VI. Adjournment Rauschendorfer made a motion, Schmid seconded to adjourn the meeting at 8:57 pm. All ayes. Motion carried.
