Council Chambers, City Hall rail to (briar Present: Joan Benner, Rachel Berger, Dave Strub, Ranelle Tennyson, Tom Windisch Absent: Mat Rauschendorfer, Nicole Schmid Staff Present: Scott Anderson, Public Works Director Shayla Syverson, Parks Planner Anna Wobse, Accounting Clerk Tom Windisch called the meeting to order at 7:02 pm. I. Approval of Minutes from June Meeting Berger made a motion, Strub seconded to approve the minutes of the June 11, 2014 Parks Commission meeting with the correction of Benner making the motion to approve the May 14, 2014 meeting minutes. All Aye. Motion Carried. II. Oath of Office of Ranell Tennyson Ranell Tennyson was appointed to the Parks, Recreation, and Open Space Commission by the City Council on July 14, 2014. Tennyson recited the oath of office and shared a little about herself. Windisch welcomed her to the Commission. -1— Parks Commission August 13, 2014 Waters Edae Doa Park Parks Planner, Shayla Syverson shared with the Commission that the Waters Edge Master Association has asked that the City allow the association to use city -owned property for a dog park. A memorandum of understanding (MOU) has been drafted which outlines maintenance expectations and other agreements between the City and the Waters Edge Master Association. The city -owned property being requested for the dog park is located east of Oneka Parkway and is adjacent to the neighborhood. The property includes approximately two acres of upland, surrounded by stormwater ponds. The majority of the site is delineated as wetland. To avoid wetland impacts and additional permitting, wood -chips and other materials are not allowed to be imported from off-site. Grading or other means of filling the wetland are also not permitted. Posts for fencing and general vegetation mowing are not regulated in the wetland and are therefore allowed. Syverson told the Commission that this would be a small neighborhood dog park, mainly for residents in the area and not a destination park. The homeowners association would be responsible for the fencing, mowing, volunteer groups to oversee maintenance, and trash receptacles. They would be required to allow public access to the site. The City would be responsible for bi-annual inspections, installing no parking signs along Oneka Parkway and use of the ditch mower. Staff recommends that the Parks Commission approve the memorandum of understanding between the City of Hugo and the Waters Edge Master Association. Strub was concerned with adjacent property owners and the need to install private property signs on those parcels. He also felt that the MOU should be more general and allow for a representative of the City to do inspections. Windisch questioned if the neighbors were notified and feels it is important to add signage to the dog park. Berger made a motion, Benner seconded to approve the memorandum of understanding between the City of Hugo and the Waters Edge Master Association with the noted modifications. All Aye. Motion Carried. IV. Update on Recreation Proarams Parks Planner, Shayla Syverson provided the Commission with an update on recreation programs. Park Play Days had a great turnout and continues to grow every year. The Nature Camp program had low attendance. The Skyhawks program was a huge hit again this year and filled up fast. The Tour de Hugo is scheduled for Saturday, September 13, 2014. Participation is increasing every year and there are many returning sponsors. The rides are starting to attract serious bikers from outside of Hugo and advertised with the Twin Cities Bike Club. Friday, September 19, 2014 is outdoor movie night. The City of Hugo has partnered with the Washington County Library -2— Parks Commission August 13, 2014 System and the first StoryWalk will kick off on Saturday, September 27, 2014 at Heritage Ponds Park. Windisch would like to see a Nature Day at Hanifl Athletic Park. Berger would like to see Park Play Days expanded to include additional parks. V.
