Parks Commission, City of Hugo
December 10, 2014

Call to Order
Present: Rachel Berger, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranell Tennyson,
Tom Windisch
Absent: Joan Benner
Staff Present: Scott Anderson, Public Works Director
Shayla Syverson, Parks Planner
Debi Close, Parks Secretary
Tom Windisch called the meeting to order at 7:00 pm.
I. Approval of Minutes from November Meeting
Berger made a motion, Tennyson seconded to approve the minutes of the November 12, 2014
Parks Commission meeting.
Aye: Berger, Rauschendorfer, Schmid, Tennyson and Windisch.
Abstained: Strub
Motion Carried.
II. Presentation of the Lions Park Concept Plans
Candace Amberg, Senior Landscape Architect with WSB and Associates, presented three
concept plans for Lions Park to the Parks Commission and public. Residents were invited to
provide feedback on the plans. There were over 10 residents in the audience that participated.
Discussion included layout options, features, landscaping, parking, shelter/pavilion, traffic flow
and event hosting.
A preliminary master plan will be drafted using the input
III. Victor Sauare Park Reauest
Karen Ray, a resident representing Victor Gardens Master Home Owners Association
requested restricting public skating on the landscape pond in Victor Square Park. The low
leveled pond has fountain equipment, extensive landscaping and side banks made of rocks
Their concerns include: expensive repairs, landscaping damages, and injury/liabilities.
Berger made a motion, Schmid seconded to support Victor Gardens Home Owner Association
to prohibit skating at the Victor Garden park pond with signage or creating an ordinance.
All aye. Motion Carried
City Staff was directed to have this put on the City Council Agenda for Monday December 5,
2014 meeting.
IV. 2015 Goals
Shayla Syverson, Parks Planner provided a draft of the 2015 Goals discussed at the November
12, 2014 meeting for review.
Tennyson made a motion, Rauschendorfer seconded to approve the 2015 Park, Recreation and
Open Space Commission Goals.
All Aye. Motion Carried.
V. Winter Programs
Shayla Syverson, Parks Planner gave an update on Snow Jam. Last year, the event had a loss
of $1,817. The event has low participation and finding enough volunteers to run the event has
been difficult.
Park Commission members had an open discussion agreeing on not having the Snow Jam in
2015 and directing staff to evaluate other program options to replace or change the theme or
season.
Future programs include:
Movie Nights: January 6, February 20 and March 27
Sledding Party: February 7
Kidz N Biz: April 25
VI. Other
Park Commission members discussed upcoming meeting dates. The January meeting is
changed to Thursday, January 15, 2015.
VII. Adjournment
Berger made a motion, Schmid seconded to adjourn the meeting at 8:47 pm.
