Council Chambers, City Hall rail 4n (briar Present: Rachel Berger, Cinde Morris, John Pontrelli, Mat Rauschendorfer, Nicole Schmid, Dave Strub, Ranelle Tennyson Absent: Tom Windisch Staff Present: Scott Anderson, Public Works Director Shayla Denaway, Parks Planner Rachel Berger called the meeting to order at 7:03 pm. I. Approval of Minutes from February Meeting Rauschendorfer made a motion, Schmid seconded to approve the minutes of the February 25, 2015 Parks Commission meeting. All Aye. Motion Carried. II. Oath of Office of Cinde Morris and John Pontrelli Cinde Morris and John Pontrelli were appointed to the Parks, Recreation, and Open Space Commission by the City Council on April 6, 2015. Morris and Pontrelli recited the oath of office and shared a little about themselves. Berger welcomed them to the Commission. Annoint Commissioner to Gatewav Subcommittee Parks Planner, Shayla Denaway shared with the Commission that one of the 2015 goals of the City Council is to build a vision for Hugo's gateways. The City Council directed staff to organize a subcommittee that would prioritize and design features for the gateways and other community areas. The subcommittee will include members from the City Council, Planning Commission, Economic Development Authority, and Parks Commission. Members of the subcommittee will likely discuss monuments and signage for the north and south entrances to Hugo, along with discussions on sidewalk benches, City Hall signage, park benches and signage, intersection beatification, downtown features, and other community design elements. Schmid and Tennyson expressed interest in serving on the subcommittee. Berger made motion, Strub seconded to direct staff to consider either Schmid or Tennyson for the subcommittee based on their availability once the subcommittee dates have been established. All Aye. Motion Carried. IV. Update on Citv Owned Proaerty on Goodview Avenue Parks Planner, Shayla Denaway provided background to the Commission regarding the City owned property on Goodview Avenue that was discussed at the January 15, 2015 Parks Commission meeting. As directed by the Commission staff has placed the property on the weekly summer maintenance schedule to combat the trash issues, trimmed back trees and shrubs, and will post signage stating that no motorized vehicles, fires, or alcohol is allowed. Staff recommends that the Parks Commission make a motion to change the hours of use of the property to be 12:00 pm to dusk. Commissioners discussed the use of the property and commented on the positive improvements already made. Schmid made motion, Tennyson seconded to post the hours of use of the property to be 9:00 am to dusk. All Aye. Motion Carried. V. Undate on Lions Park Plannin Parks Planner, Shayla Denaway provided an update to the Commission regarding Lions Park planning. The Lions Park Master Plan has been approved by the City Council and the next step is for the Parks Commission to decide how to proceed. Denaway presented funding and phasing options to the Commissioners for their consideration. Commissioners felt that it was important to focus on cost sharing for roads and sidewalks with future street reconstruction projects. They discussed options that would divide the road and sidewalk construction, the north end construction, and the south end construction into different phases; with the scope of each phase being dependent on the funds available. The importance of getting the community excited about the changes that will be taking place at Lions Park was also emphasized. The Parks Commission directed staff to research the steps involved in having a booth at Good Neighbor Days that would showcase the new park design and to share those findings at the next Parks Commission meeting on May 13, 2015. VI. Forest Lake YMCA Board of Directors At the April 6, 2015 City Council meeting staff shared with the City Council that the Forest Lake YMCA has contacted the City and is seeking a representative from each of the surrounding communities to become a member on the Forest Lake YMCA Board of Directors. The City Council directed staff to see if a Parks Commissioner was interested in serving on the board. Morris expressed interest in serving on the Forest Lake YMCA Board of Directors. The Parks Commission directed staff to consider Morris for the position and to also give the remaining Commissioners until April 14, 2015 to express interest. VII. Hardwood Creek Trail Grand Opening Parks Planner, Shayla Denaway shared with the Commissioners that staff has recently been notified that Washington County has scheduled a Grand Opening for the Hardwood Creek Trail on May 14, 2015. Denaway will provide more details to the Commissioners as they become available. VIII. Adjournment Tennyson made a motion, Strub seconded to adjourn the meeting at 8:34 pm. All Aye.
