October 14, 2015

Call to Order
Present: John Pontrelli, Mat Rauschendorfer, Nicole Schmid, Dave Strub,
Tom Windisch
Absent: Ranell Tennyson
Staff Present: Shayla Denaway, Parks Planner
Debi Close, Secretary
Tom Windisch called the meeting to order at 7:09 pm.
I. Approval of Minutes from September Meeting
Strub made a motion, Windisch seconded to approve the minutes of the September 9, 2015
Parks Commission meeting.
All Aye. Motion Carried.
Fable Hill Park Imarovements
Brigid Kamus, representing the Fable Hill Homeowners Association presented a proposal to
donate up to $20,000 towards the construction of a playground and sports court at the new park
in Fable Hill. The current neighborhood covenant restrictions don't allow play structures on
properties or basketball hoops in residential driveways.
Len Pratt, as a part of the park dedication for Fable Hill 4th Addition, is constructing a shelter,
irrigation, and landscaping at the new park. Discussion included: standards in park equipment
quality, reprioritizing park goals with the upcoming CIP meeting, and neighborhood involvement
in picking out the equipment.
Schmid asked Brigid if the architectural review board has ever been asked to give a variance
above the covenant restrictions to allow basketball hoops or structures for any homeowner.
Brigid Kamus, representing the Fable Hill Home Owners Association responded yes, some
residents have permission and structures are present.
Windisch asked Kamus what she meant by a playground "fitting of Fable Hill". Kamus cited
some examples of what was not desirable but generally agreed that what is typically found in
Hugo parks would be fitting.
Windisch reminded the Commission that the Parks Capital Improvement Plan would be
discussed at the next meeting.
III. Fable Hill Park Naming
Len Pratt, developer of Fable Hill is requesting the Fable Hill Park to be named after the
previous land owner, McCollar.
Parks Planner Shayla Denaway presented the naming policy and reviewed how parks have
been named in the past.
All Parks Commission members agreed to request City Staff to include reviewing the park
naming policy at the next meeting for possible changes.
Strub thanked Len Pratt for the request and efforts to preserve the community's history.
IV. Park Dedication Proposal from DianiCare
Parks Planner, Shayla Denaway updated on the Planning Commission meeting that was held
October 10, 2015. Dignicare Senior Living and Memory Care of Hugo proposed payment of
$76,800 in park dedication fees for their 32 unit development.
Rauschendorfer made a motion, Schmid seconded to accept the park dedication proposal for
Dignicare Senior Living and Memory Care of Hugo which included payment of the per unit fee to
total $76,800 for the 32 unit facility.
All Aye.
Motion Carried.
V. Upcoming Meeting Dates
The next Parks Commission meeting is on Veterans Day November 11. Staff is requesting to
move the meeting to December 2 and cancel the December 9 meeting.
All Commission members agreed.
The Annual Holiday Party will be held on Thursday December 10, 2015.

Schmid made a motion, Strub seconded to adjourn the meeting at 8:20 pm.
