HomeMy WebLinkAbout2014.05.22 BOZA MinutesMINUTES HUGO BOARD OF ADJUSTMENTS AND APPEALS May 22, 2014 Chairperson Weidt called the meeting to order at 6:30 p.m. PRESENT: Boland, Gwynn, & Weidt ABSENT: None ALSO PRESENT: Connor Schaefer, Community Development Intern Rachel Juba, Planner Approval of Minutes Gwynn made motion, Boland seconded, to approve the minutes for July 25, 2013, as presented. All Ayes. Motion carried. Shimota — Variance to construct a 1,600 square foot addition on an existinlz accessory building Community Development Intern, Connor Schaefer, presented the application to the Board. The 10 acre property is located north of 1401 Street and west of Keystone Avenue in the Agricultural Zoning District. There was a past ordinance approved in 2003 that allowed the property to have a maximum of four accessory buildings totaling 6,420 feet. The applicant is requesting a variance to construct a 1,600 square foot addition to the north -most existing accessory building. Of the four accessory buildings on the property, two are very old barns that the applicant believes are not suitable as storage space but have historical value. Schaefer stated that the proposal meets all the standards necessary for the City to approve a variance to construct an addition to an existing accessory structure. Due to the remote location of the property and the placement of the addition, the staff feels that the proposed variance would have minimal visual impact. It is the staff's opinion that the accessory building would not alter the character of the neighborhood. Staff recommends approval of the variance for the construction of a 1,600 square foot addition to the existing 2,400 square foot accessory building. Chairperson Boland asked for clarification on the accessory building square footage allowed on a property located in the Agriculture Zoning District. Planner Juba stated that the City Code allows 10 acre properties located in the Agricultural Zoning District to have three accessory buildings totaling no more than 5,000 square feet. This property had a variance approved in 2003 to allow for four accessory buildings totaling 6,420 feet. Chairperson Weidt opened the public hearing. The applicant, Pat Shimota 9824 140th Street North, spoke during the public hearing. The applicant stated that the existing structures are restored barns from the 1880s and that they have historical significance. The applicant is looking for additional storage space due to the lack of Board of Zoning and Adjustments Meeting — May 22, 2014- page 2 practicality of the existing accessory structures. Chairperson Weidt stated that there were no other attending parties at the public hearing. Chairperson Weidt closed the public hearing. The Board agreed that the variance request does meet the approval criteria. Gwynn made a motion, Boland seconded, to recommend approval of the variance to the City Council. All Ayes. Motion carried.
