CITY OF LAKE ELMO <br />WASHINGTON COUNTY <br />RESOLUTION 92- 4 <br />A RESOLUTION CREATING THE LAKE ELMO COMPOST SITE <br />WHEREAS, the City of Lake Elmo received funds from <br />Washington County to operate a county-wide compost site <br />within the city; and <br />WHEREAS, as of December 31, 1991, these funds are no <br />longer available from Washington County; and <br />WHEREAS, promoting and providing a site for the deposit <br />of leaves and grass clippings is an integral part of Lake <br />Elmo's Solid Waste Abatement Program; and <br />WHEREAS, the loss of grant funds from Washington County <br />has not inhibited the City's desire to provide for a <br />comprehensive solid waste abatement program for its <br />residents, including curb side recycling and yard waste <br />composting. <br />NOW, THEREFORE, BE IT RESOLVED THAT: the Lake Elmo <br />City Council hereby declares that the currently existing <br />compost site, located at 4259 Jamaca Avenue North, will be <br />operated by the City of Lake Elmo at the following rates: <br />1. Lake Elmo residents: $ 10000 per year <br />This fee allows residents to purchase a sticker <br />that will be provided by the City of Lake Elmo, <br />which must be permanently affixed to vehicle, and <br />which will permit the following: <br />A. Unlimited use of the compost site for <br />the deposit of residential yard waste <br />(leaves and grass clippings). <br />B. Unlimited taking of finished compost for <br />residential use. <br />C. +,,,Pnlimited use of the City's "Clean Up Day" <br />program which allows Lake Elmo residents to <br />bring pre-determined items to be disposed of <br />by the City on a date to be set by the City <br />Council. <br />
