STATE OF MINNESOTA <br />CITY OF LAKE ELMO <br />RESOLUTION NO. 92 -16 <br />1. WHEREAS, the City of Oakdale is in the process of reviewing an <br />application for the development of approximately 192 housing units <br />to be known as the plat of Hidden Valley (herein the "Project "); <br />and <br />2. WHEREAS, development of the Project requires at least the <br />following approvals: <br />a. A Comprehensive Plan Amendment which has been submitted <br />for Metropolitan Council Review; and <br />b. A rezoning of the property from General Industrial (G1) <br />to Middle Density Housing (R -4) which may be approved if <br />conditions precedent are satisfied; and <br />C. A preliminary plat and site plan which may be approved if <br />fifteen conditions precedent are satisfied; and <br />3. WHEREAS, the City of Oakdale has given its conditional <br />approvals although it has not reviewed a Surface Drainage Plan for <br />the Project; and <br />4. WHEREAS, the Project is within the Valley Branch Watershed <br />District and surface drainage for the Project will flow into Lake <br />Demontreville in the City of Lake Elmo; and <br />5. WHEREAS, the Valley Branch Watershed District has not received <br />any proposed plans for review; and <br />6. WHEREAS, traffic generated by the Project, as a practical <br />matter, will be routed either through Lake Elmo streets in order to <br />reach trunk highway systems or through Oakdale streets to the <br />intersection of Hadley Avenue and Highway 36; and <br />i. WHEREAS, the Minnesota Department of Transportation is <br />currently studying the intersection of Highway 36 and Hadley Avenue <br />and evaluating whether to close or restrict access to Highway 36 at <br />that point; and <br />8. WHEREAS, a decision by the Minnesota Department of <br />Transportation to restrict access to Highway 36 from Hadley Avenue <br />will cause traffic generated by the Project, and by other <br />developments already approved within the same area as the Project, <br />to be diverted to Lake Elmo streets in order to reach trunk highway <br />systems; and, <br />9. WHEREAS, the Consulting Engineer for the City of Lake Elmo has <br />estimated that the traffic generated by the Project and by other <br />developments under construction within the vicinity of the Project <br />
