CIS OF LAKE ELMO MINNESOTA <br />WASHINGTON COUNTY, RESOLUTION NO. 97-10 <br />A. RESOLUTION APPROVING THE FINAL PLAT OF THE HOMESTEAD <br />WHEREAS, the Lake Elmo City Council has previously considered and approved the preliminary plat <br />and plan of The Homestead, on February 18, 1997, <br />WHEREAS, the Lake Elmo Planning Commission reviewed the preliminary plat and plan of The <br />Homestead at its February 10, 1997 meeting, and, <br />WHEREAS, the final plat of The Homestead presented to the City Council conforms to the City's <br />Open Space Development Area ordinance. <br />NOW, THEREFORE, BE IT RESOLVED, that the Lake Elmo City Council does hereby approve and <br />accept the final plat of The Homestead as the saute as on file with the City Administrator subject to the <br />following conditions: <br />1. The park dedication shall be the 2.8 acre (Outlot B) parcel as shown on the plat. <br />2. The storm water detention facilities, drainage areas, and ponds and grading plan must comply with <br />recommendations by the Valley Branch Watershed District and the City Engineer. <br />3. A detailed analysis of existing trees shall be submitted to the City prior to final plat approval with a <br />plan indicating which trees will be retained as part of the final landscape plan. <br />4. An access permit from Washington County shall be submitted before final approval. <br />5. Outlots A, B,C, and D are required to be held by a conservation easement to a qualified Hand trust. <br />6. Outlots E and F shall have an easement to the City of bake Elmo. <br />7. All comments from the City Engineer shall be incorporated into these "Conditions of Approval ". <br />8. A detailed preservation plan shall be submitted before final approval. <br />9. Notify property owners of existing conditions of Tartan Park as part of title. <br />10. Documentation of the absence of wetlands. <br />11. Easement to the City of Lake Elmo, entrance, Outlot D. <br />12. All documentation for easements, declarations, association by -laws, maintenance agreements, and <br />development contracts be submitted for review prior to application for final approval. <br />
