CI' OF LADE ELO <br />WASHLNGTON COUNTY, MINNESOTA <br />RESOLUTION NO. 97-23 <br />A RESOLUTION APPROVING THE FENTAL PLAT OIL FIELDS OF ST. CROIX <br />WHEREAS, the Lake Elmo Planning Commission reviewed the preliminary plat of "FIELDS OF <br />ST. CROIX' at its February 18, 1997 and May 12, 1997 meetings and recommended on a 4 -3 vote its <br />approval, and <br />WHEREAS, the Lake Elmo City Council has previously considered and approved the preliminary <br />plat and plan of FIELDS OF ST. CROIX on May 20, 1997, <br />WHEREAS, the final plat of FIELDS OF ST. CROIX presented to the City Council conforms to <br />the City's Open Space Development Area Ordinance. <br />NOW, THEREFORE, BE IT RESOLVED, that the Lake Elmo City Council does hereby approve and <br />accept the final plat of FIELDS OF ST. CROIX as the same as on file with the City Administrator subject <br />to the following conditions: <br />1. The park dedication shalt be the 3.32 acre (Outlot B) parcel as shown on the plat and the development <br />of the pathways. <br />2. The storm water detention facilities, drainage areas, and ponds and grading plan must comply with <br />recommendations by the Valley Branch Watershed Distinct and the City Engineer. <br />3. A detailed analysis of existing trees shall be submitted to the City prior to final plat approval with a <br />plan indicating which trees will be retained as part of the final landscape plan. <br />4. An access permit form MnDOT County shall be submitted before final approval. <br />5. Outlots A,D, E,O, and H shall be required to be held by a conservation easement to a qualified Land <br />Trust. <br />6. Outlots F and C shall have an casement to the City of Lake Elmo. <br />7. All comments from the City Engineer shall be incorporated ir:to these "Conditions of Approval ". (See <br />letter from Tom brew, TKDA, dated February 6, 1997) <br />8. A detailed preservation plan for the barn shall be submitted and approved prior to final approval. <br />9. All documents for easements, declarations, association by -laws, maintenance agreements, and <br />development contracts are submitted for review prior to application for final approval. <br />
