City of Lake Elmo <br />Washington County, Minnesota <br />Resolution 99 -3 <br />A RESOLUTION AUTHORIZING THE CITY TO PARTICIPATE IN THE RELIEVER AIRPORT <br />REFORM COALITION COMPRISING OF OTHER CITIES AND TOWNSHIPS TO SEEK AND <br />PROPOSEE LEGISLATIVE CHANGES, AUTHORING THE PAYMENT OF LOBBYING FEES NOT <br />TO EXCEED $3,000 <br />WHEREAS, the City of Lake Elmo, Minnesota (the "City ") is a political subdivision and <br />municipal corporation duly organized and existing under the Constitution and laws of the State of <br />Minnesota; and <br />WHEREAS, the City deems it prudent, reasonable and necessary to participate to <br />participate in a coalition with other cities and townships knows as the Reliever Airport Reform <br />Coalition (the "Coalition "); and <br />WHEREAS, the Coalition was formed and exists to do the following: <br />Clarify the definitions of "minor use" and "intermediate use" airports under Min. <br />Stat. § 473.641, subd. 4, so that it is consistent with the original legislative intent. <br />Clarify Minn. Stat. § 476.641 to ensure that the Metropolitan Airports Commission <br />( "MAC ") cannot extend airport runways at a "minor use" airports with express <br />legislative approval. Ensure that the Saint Paul Downtown Airport is the only <br />{ "intermediate use" airport in the Twin Cities Metropolitan area. <br />Create the Reliever Airport. Sound.Abatement Council ( "RASAC "), an organization <br />created by the legislature, funded by the MAC and controlled by representatives <br />appointed by participating cities and townships. RASAC is created for the purpose <br />of advising the MAC on sound abatement policies for communities in and around <br />minor use and intermediate use airports. <br />3. Direct the legislative auditor to conduct a legislative audit of the MAC on a number <br />of issues. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LAKE <br />ELMO, MINNESOTA THAT: <br />City staff may participate in the Coalition and the City shall appropriate an amount <br />not to exceed $3,000 to help fund the lobbying activities of the Coalition. <br />Adopted by the Lake Elmo City Council this 5th day of January, 1999. <br />Attest:c <br />Lee Hunt, Mayor <br />Mary Ku.. ner, C' ,.. ministrator <br />
