CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION NO. 2004-,17 <br />A RESOLUTION SUPPORTING LEGISLATION FOR THE RECYCLING OF CRTs <br />WHEREAS, technological advances in the areas of computers and televisions has <br />created an inadvertent environmental problem when electronic products need to be <br />disposed; and <br />WHEREAS, this waste stream, called E -waste, includes old TV's and computer <br />monitors that have picture tubes or cathode ray tubes containing 2 to 8 pounds of lead <br />per tube, and <br />WHEREAS, these items contribute to lead in our water, air, and soil when <br />disposed with other mixed wastes, and <br />WHEREAS, the City of Lake Elmo supports efforts to ensure a long -term and <br />sustainable system to ensure the proper management of old TVs and computers without <br />reliance on government -only solutions. <br />NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of <br />Lake Elmo supports the Solid Waste Management Coordinating Board's legislative <br />initiative incorporating manufacturer responsibility, reliable and convenient collection <br />options, responsible recycling of CRTs, a mechanism to address the backlog of CRTs, <br />and a preference for advance recycling fees without reliance on local government for <br />management of CRTs, effective July 1, 2005. <br />ADOPTED by the Lake Elmo City Council on the 17th day of February, 2004. <br />Lee Hunt, Mayor <br />ATTEST: <br />R" <br />Charles E.
