RESOLUTION NO 2009-011 <br />City of Lake Elmo <br />Washington Countv. Mi7r-fLvIgi . <br />WHEREAS, the Minnesota Boat Club is seeking support from the City of Lake Elmo to <br />host the 106t"Annual Northwestern International Rowing Association (NWIRA) Championship <br />Regatta on Lake Elmo from August 21 through August 22, 2009; and <br />WHEREAS, Lake Elmo's namesake lake has been chosen as the site for the two-day <br />championship rowing competition; <br />WHEREAS, Lake Elmo fully supports the efforts of the Minnesota Boat Club and <br />welcomes the opportunity to be a host city to this international event for the second time in its <br />history. <br />NOW, THEREFORE, based on the testimony elicited and information received, the <br />City Council makes the following: <br />11.11911V <br />1) That the Minnesota Boat Club will need to obtain a Water Surface Use Permit from the <br />Washington County Sheriff's Office in order to conduct a Regatta on the waters of Lake <br />Elmo. <br />2) That the application for water surface use will include the following components: <br />a. The Minnesota Boat Club will receive the sanctioning of the US Rowing Association, the <br />sport's national governing body to host the regatta, and will need to demonstrate adequate <br />insurance to cover the standard liability issues as part of the permit request. <br />3) During the rowing competition on Lake Elmo, residential boat traffic will be required to <br />follow the No Wake rule. The dates and times are as follows: August 21 and August 22 — 6 <br />a.m. to 6 p.m. The City Council will need to approve an amendment to the current ordinance <br />to allow the establishment of a no-wake speed outside of the current hours established by <br />Section 97.21 (B) of the City Code. <br />4) The City Council consents to the placement of buoys, floating starting platforms, and <br />pontoon boats in the water subject to final approval by the Washington County Sheriff as part <br />of the Water Surface Use Permit. <br />
