WIN1 <br />1 1 <br />RESOLUTION NO. 2009 - 008 <br />F" RESOLUTION SUPPORTING OF 1. COUNTY <br />EFFORTS IN ITS 1 OF <br />AND PROTECTION OF GROUNDWATER RESOURCES <br />IN THE STATE OF "1; AND WASHINGTON COUNTY <br />WHEREAS, the State of Minnesota has a statutory goal "that groundwater is maintained in its <br />natural condition, free from any degradation caused by human activities "; and <br />WHEREAS, in recent years, Minnesotans and residents of Washington County have experienced <br />many cases of groundwater contamination in which the contaminants originated from <br />landfill facilities; and <br />WHEREAS, in 2009, the Minnesota Pollution Control Agency (MPCA) will write rules defining <br />and including "groundwater sensitivity" as a criterion in the siting and permitting of <br />landfills in the State of Minnesota; and <br />WHEREAS, The Friends of Washington County, a non -profit organization, is the only <br />environmental group participating in a Landfill Advisory group which is advising the <br />MPCA concerning these new rules; and <br />WHEREAS, the City Council of the City of Lake Elmo appreciates the stated mission of <br />The Friends of Washington County is the encouragement of excellent stewardship of <br />our natural resources in Washington County; <br />MOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lake Elmo that it <br />supports and endorses the efforts of The Friends of Washington County to encourage the MPCA to <br />write such landfill siting rules as are necessary and sufficient to protect Minnesota's groundwater <br />resources consistent with the statutory goal of "non- degradation." . <br />ADOPTED by the City Council of the City of Lake Elmo on March 17th, 2009 <br />Craig ° awson, Interim City Administrator <br />Dean Johnston, Mayor <br />
