CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />JULY 8, 2025 <br /> <br /> <br /> <br />CALL TO ORDER <br /> <br />Mayor Cadenhead called the meeting to order at 6:30 pm. <br /> <br />PRESENT: Mayor Cadenhead, Councilmembers Nick Dragisich, Matt Hirn, Jeff Holtz and Nick <br />Kragness. <br /> <br />Staff present: City Administrator Miller, Community Development Director Stopa, City Engineer <br />Stanley, City Engineer Griffin, Contract Planner Fuerst, Public Works Director Powers, Fire Chief <br />Kalis, Finance Director Hadler and City Clerk Johnson. <br /> <br />CIP Discussion <br />Finance Director Hadler presented an overview of the city’s Capital Improvement Plan. Fire <br />Chief Kalis discussed the adjusted timeline for purchase of a ladder truck. Public Works projects <br />and purchases were discussed. City Engineer Griffin discussed street project needs. Street light <br />utility was discussed and staff was instructed to bring the topic back for future discussion. <br />Finance Director Hadler discussed funding and debt. <br />Future MUSA Expansion Discussion <br />Contract Planner Fuerst presented an overview of the current MUSA area and asked for Council <br />feedback on potential areas that could be added to the MUSA. Discussion was held concerning <br />sewer capacity, land use and areas of concern.
