STAFF REPORT <br />DATE: January 7, 2025 <br /> CONSENT <br /> <br />AGENDA ITEM: Accept Improvements and Approve Pay Request No. 2 (Final) for the 15th <br />Street North Improvements <br />SUBMITTED BY: Chad Isakson, Project Engineer <br /> <br />REVIEWED BY: Nicole Miller, City Administrator Marty Powers, Public Works Director <br /> Clarissa Hadler, Finance Director <br /> Jack Griffin, City Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council accept improvements and approve Pay Request <br />No. 2 (Final) for the 15th Street North Improvements? <br /> <br />BACKGROUND: Bituminous Roadways, Inc. was awarded a construction contract on May 7, 2024 to <br />complete the 15th Street North Improvements. The contractor has now completed the work in accordance <br />with the contract, plans, and specifications, including all punch list items. <br />PROPOSAL DETAILS/ANALYSIS: Bituminous Roadways, Inc. has submitted Partial Pay Request No. <br />2 (Final) in the amount of $17,678.23. The Project Engineer has prepared a Certificate of Completion <br />indicating that all work is completed, including all punch list items, and is recommending the acceptance <br />of the improvements and release of final retainage. The one-year warranty will begin on November 7, 2024 <br />and will extend through November 7, 2025. <br /> <br />FISCAL IMPACT: None. Final payment is being recommended within the authorized scope and budget <br />for the project. The final total project cost came in at $458,900 versus the post-bid approved project cost of <br />$532,000. The total final project cost includes contingency funds for professional services required to be <br />performed throughout the warranty period. The improvements were funded through a combination of <br />Municipal State Aid Funds, in the amount of $330,000; Special Assessments, in the amount of $64,400, <br />and General Tax levy funds in the amount of $64,500 <br /> <br />RECOMMENDATION: Staff is recommending that the City Council, as part of the Consent Agenda, <br />accept the improvements and approve Pay Request No. 2 (Final) for the 15th Street North Improvements. <br />If removed from the consent agenda, the recommended motion for the action is as follows: <br /> <br />“Move to accept the improvements and approve Pay Request No. 2 (final) to Bituminous Roadways, <br />Inc. in the amount of $17,678.23 for the 15th Street North Improvements”. <br /> <br />ATTACHMENTS: <br /> <br />1. Partial Pay Estimate No. 2 (Final). <br />2. Certificate of Completion.
