STAFF REPORT <br />1/7/2025 <br /> CONSENT <br /> ITEM #: <br /> <br />TO: City Council <br />FROM: Marty Powers, Public Works Director <br />AGENDA ITEM: Backhoe Replacement <br />REVIEWED BY: Nicole Miller, City Administrator <br /> <br />BACKGROUND: The City of Lake Elmo Public Works Department has utilized a 2006 Case Backhoe <br />for park, street, stormwater, water and sewer projects for the last 18 years. The 2006 Case Backhoe has <br />exceeded its replacement schedule and is in need of replacement due to its age and maintenance issues. <br />ISSUE BEFORE COUNCIL: Should the City Council approve the purchase of a new Bobcat E88 <br />compact excavator and Towmaster T30LP trailer to transport it and other equipment as budgeted in the <br />2025 CIP? <br /> <br />PROPOSAL DETAILS/ANALYSIS: Proceeding with this purchase to replace an aged piece of <br />equipment will benefit the city and its residents to improve reliability, reduce repair costs and ensure <br />expected service levels continue. A Source Well Cooperative Purchasing Agreement quote for the E88 <br />Compact Excavator was obtained from Tristate Bobcat and a MN State Contract Cooperative Quote was <br />obtained from RDO Equipment Co. for the Towmaster T30LP trailer. <br /> <br />FISCAL IMPACT: Purchase of a 2025 Bobcat E88 Compact excavator and Towmaster T30LP trailer to <br />transport it and other equipment, along with some equipment securement chains, binders, straps and trailer <br />license & registration shall not exceed the budgeted 2025 CIP of $145,000. This purchase will be funded <br />from the vehicle replacement fund. <br /> <br />The approximate resale of the 2006 Case Backhoe is estimated to be around $26,000 through Public Auction <br /> <br />OPTIONS: <br />• Approve purchase of 2025 Bobcat E88 Compact Excavator & Towmaster T30LP <br />trailer and declare the 2006 Case Backhoe retired equipment to be disposed of through <br />Public Auction. <br />• Deny purchase of 2025 E88 Compact Excavator and Towmaster T30LP Trailer <br /> <br />RECOMMENDATION: If removed from consent agenda. <br />“Motion to approve the purchase of a 2025 Bobcat E88 Compact Excavator from Tri-State Bobcat, the <br />Towmaster T30LP trailer from RDO Equipment and some additional securement chains for an amount <br />not to exceed $145,000, and to declare the 2006 Case Backhoe retired equipment to be disposed of <br />through public auction” <br /> <br /> <br /> <br />
