<br /> STAFF REPORT <br />DATE: 3-4-25 <br /> CONSENT <br /> <br />TO: Mayor and Council <br />FROM: City Clerk Julie Johnson <br />AGENDA ITEM: Approve On Sale and Sunday Liquor License Application for Oishi <br />Sushi, Inc. <br />REVIEWED BY: <br /> <br />CORE STRATEGIES: <br /> <br />☐ Vibrant, inclusive, connected community ☒ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br /> <br /> <br />BACKGROUND: According to State Statute and City Code, applications for new Liquor Licenses must <br />be approved by the City Council and are contingent upon a background investigation by the Washington <br />County Sheriff’s Department and review by the Minnesota Department of Public Safety, Alcohol and <br />Gambling Enforcement. <br /> <br />ISSUE BEFORE COUNCIL: Should Council approve the requested license application? <br /> <br />PROPOSAL DETAILS/ANALYSIS: The City has received an application for a new liquor license for a <br />new restaurant at 9931 Hudson Blvd, Suite 120, Lake Elmo, MN to be operated under the business name <br />Oishi Sushi. The establishment will be a full service restaurant with an anticipated seating capacity of 70 <br />people and employing 10 (est.) people. <br /> <br />The appropriate fees have been paid for the background investigation and all required documentation has <br />been provided. The business is anticipated to open this month. <br /> <br />FISCAL IMPACT: $1,700 in fees for On Sale and Sunday licenses and $350 for the background <br />investigation. <br />OPTIONS: <br /> <br />1) Approve License <br />2) Deny License <br /> <br />RECOMMENDATION: <br /> <br />If removed from the Consent Agenda: <br /> <br />“Motion to approve On Sale and Sunday Liquor License for Oishi Sushi, Inc.”
