CITY OF LAKE <br />WASHINGTON 1 <br />MINNESOTA STATE OF <br />RESOLUTION NO 2010-005 <br />WHEREAS, the "Complete Streets" concept promotes roads that are safe and accessible for all users, <br />including motorists, pedestrians, bicyclists, transit riders and vehicles, commercial and emergency <br />vehicles, and people of all ages and abilities; and <br />WHEREAS, the City Council of the City of Lake Elmo recognizes the importance of safe roads for all <br />users, as shown in its current and previous Comprehensive Plans; no therefore <br />BE IT RESOL VED by the City Council of the City of Lake Elmo That the City Council supports passage <br />of Complete Streets legislation that: <br />® Declares Complete Streets as a policy of the state to be implemented by MN /DOT through a <br />partnership that includes local governments and other stakeholders, while encouraging but not <br />requiring local governments to implement their own Complete Streets policies; <br />• Clearly defines Complete Streets as a context - sensitive approach for travel along and across <br />roads that reasonably addresses the safety and accessibility needs of all transportation users <br />regardless of age or ability, including motorists, pedestrians, bicyclists, and commercial and <br />emergency vehicles, and recognizes that needs vary in urban, suburban, and rural settings; <br />• Of an evaluation program where local governments have the option of increased road design <br />flexibility by offering the nationally recognized and engineer - created American Association of <br />State Highway and Transportation Officials A Policy on Geometric Design of Highways and <br />Streets as an acceptable alternative to the State -Aid Standards; and <br />® Requires MN /DOT to report back to the legislature on implementation of Complete Streets to <br />ensure transparency and accountability. <br />BE IT FUR RESOL VED that the City Council of the City of Lake Elmo supports the efforts of the <br />Minnesota Department of Transportation to work in partnership with local governments and other <br />stakeholders to implement a state Complete Streets policy and affirms its intention to be an active partner <br />with MN /DOT in support of Complete Street opportunities on state roads within its jurisdiction. <br />Date: , 2010 CITY OF LAKE ELMO <br />��` c, a <br />Byes -.. i <br />bean A.
