TWM"-f IAIF��IWASKITIGT <br />SUBURBAN CABLE COMMISSION'S RMEW OF PtG FE <br />STRUCTURE. 11 <br />WHEREAS, the Ramsey/Washington Counties Suburban Cable Communications <br />Commission SCC) has been established pursuant to Minnesota Statutes § 471-59 for the <br />purpose of monitoring the operation and activities of cable con nnunications and in particular, the <br />Cable Comp unications> System of the Members to provide coordination of administration <br />enforcement, and renewal of the franchises of Members for their respective System; to promote, <br />coordinate, administer and develop community cable television programming and to conduct such <br />other activities authorized herein as may be necessary to insure equitable and reasonable rates and <br />sei vice levels for the citizens of the Members; and <br />WHEREAS, the City of Lake Elmo is a member of the R/WSCC under a Joint Cooperative <br />Agreement for the Administration of Cable Communications Franchises; and <br />WHEREAS, the current franchise agreement with Comeast includes the provision of a <br />number of Public, Educational and Government Access channels (PEG Channels). These community <br />television, channels, including the studio facilities and the technical support operations, are funded by <br />an operating grant paid by Comeast to the Cable Commission; and <br />WHEREAS, Conicast recoups these funds through a PEG fee charged to Comeast <br />subscribers as part of their monthly service, currently set at $4.29 per month; and <br />WHEREAS, this PEG fee rate is one of the highest in the Twin Cities metro area. <br />NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Lake Elmo, <br />that the Ramsey/Washington Counties Suburban Cable Counnunications Commission and its <br />members should re-evaluate the current PEG fee structure, rate, and provision of services to <br />determine if the subscribers are receiving a fair and reasonable value for the fee. <br />BE IT FURTHER RESOLVED, the City of Lake Elmo, as stewards of taxpayer funds, <br />believes that a reduction in the PEG fee rate would be appropriate to be more in line with other <br />communities in the area and to promote more effective and efficient services. <br />ADOPTED BY THE CITY COUNCIL OF THE CITY OF LAKE EL MO THIS <br />THIRD DAY OF MARCH 2015. <br />CITY COUNCIL <br />CITY OF LAK.E ELMO <br />By: <br />Mike Pearson, Mayor <br />ATTEST: <br />4n <br />Resolution No. 2015-12 <br />
