1 <br />CITY OF LINO LAKES <br />ECONOMIC DEVELOPMENT <br />ADVISORY COMMITTEE <br />MINUTES <br /> <br />DATE: December 1, 2016 <br /> <br />MEMBERS <br />PRESENT: Thomas Colgan, Jim Schueller, Nathan Vojtech, Julie Schwartz, Chad Wagner <br /> <br /> <br />MEMBERS <br />ABSENT: Tami Wier, Don Johnson, Rebecca Glewwe, Lou Masonick <br /> <br /> <br />OTHERS PRESENT: Michael Grochala, Alex McKenzie <br /> <br /> <br />APPROVAL OF MINUTES <br /> <br />It was moved by Mr. Colgan to approve the minutes from October 06, 2016. The motion was <br />seconded by Mr. Vojtech and passed unanimously. <br /> <br /> <br />DISCUSSION ITEMS <br />Mr. Grochala provided updates on projects throughout Lino Lakes. The United Properties <br />distribution center is taking shape with walls up and roofing being constructed. D.R. Horton has <br />submitted permits to build a model townhome yet this year in Woods Edge. Don Julio’s opened <br />in November. <br /> <br />Mr. Grochala explained the staff has begun to think about items to update in the comprehensive <br />plan. Staff has begun to put together a table of total market values and commercial and industrial <br />values in Lino Lakes compared to surrounding communities. The City is in the middle range of <br />total market value, and staff in the future will be comparing taxable market values and other <br />criteria as the City looks to diversify the tax base. The City’s 2020 comprehensive plan had a <br />goal of 10% tax base for commercial and industrial businesses and the City is currently at 8%. <br />Analyzing the data will help determine a future direction and advantages of creating a new <br />businesses district/park type of zoning within the I-35E industrial/commercial corridor. Staff and <br />members discussed types of factors that effect tax rates and market values throughout the City <br />and ways to achieve stated goals. <br /> <br />Mr. Grochala displayed the Legacy at Woods Edge Development booklet, which includes <br />various population and community information, mainly focusing on the Legacy development <br />area.
