Carlson, <br /> <br />GENERAL/MINUTES <br /> <br />Mr. Milbauer moved to approve minutes of March 2, 2000. Mr. Gorowsky seconded the <br />motion. Motion passed unanimously. <br /> <br />PROJECT UPDATE <br /> <br />Ms. Divine explained that the Lino Lakes State Bank site plan had been approved by the <br />P&Z. Mr. Milbauer plans to begin construction this summer. A new road off Otter Lake <br />Road will serve the bank and future commercial development. The bank will have one <br />entrance off the new road, and a shared entrance with the property to the west. No <br />driveways will be allowed off Otter Lake Road. <br /> <br />The Dairy Queen plans to construct its facility south of the Amoco station off 35E. Final <br />plat approval for Gerald Rehbein’s plat for the area is not complete. Staff is working with <br />Mr. Rehbein through unresolved issues to allow the Dairy Queen to begin construction <br />this summer. <br /> <br />TOWN CENTER DESIGN STANDARDS <br /> <br />Mr. Wessel explained that the P&Z had been holding special meetings to review the <br />Town Center Design Standards. They were presented at a public hearing, which was <br />continued to May. Two of the landowners, Mr. Baylor and Mr. Coyle, representing the <br />Taggs, addressed their concerns regarding the potential risks and costs associated with the <br />standards. Ms. Divine gave each EDAC member a copy to review. Mr. Milbauer stated <br />that the YMCA had concerns that the cost of the new facility would go up because of the <br />standards. The YMCA will be required to have parking to the side or back of the building <br />with the front door up to the street. This requires a rear entrance.
