Carlson <br /> <br /> <br />GENERAL/MINUTES <br /> <br />Mr. Vacha moved to approve minutes of September 7, 2000. Mr. Juni seconded the <br />motion. Motion passed unanimously. <br /> <br />EDAC PLAN UPDATE <br /> <br />Mr. Wessel stated the EDAC plan will be on the October 9 agenda. The city administrator <br />is researching whether a vote is necessary. Ms. Carlson said she believed it was council <br />consensus to accept the plan. <br /> <br />TOWN CENTER UPDATE <br /> <br />Mr. Wessel reviewed the schedule, which has five tracks. Public hearings on the design <br />standards will begin in November. The Livable Communities grant decision will be made <br />in December. The Calthorpe Master Plan is undergoing refinement based on the local <br />developer proposal. The council is not comfortable with the housing portion of the plan, <br />including the density and the rental. The plan will be revisited to look at 16-18 units per <br />acre. A revised scheme will be brought back in November and then staff will need to go <br />back to the marketplace and see if anyone is interested in building it. <br /> <br />The ongoing landowner/developer negotiations will continue after the revision is <br />complete. In March, in the best of all worlds, the city would close on the land and the <br />developer would own the land and the city would be out of the deal. The annual renewal <br />of the Livable Communities program is in November. <br />
