5/2/2013 EDAC APPROVED MINUTES 1
CITY OF LINO LAKES
ECONOMIC DEVELOPMENT
ADVISORY COMMITTEE
MINUTES

DATE: May 2, 2013
MEMBERS
PRESENT: J. Stranik, T. Colgan, L. Masonick, C. Wagner, J. Schwartz, M. Kassner, D.
Johnson
MEMBERS
ABSENT: L. Thor, B. Combs,

OTHERS PRESENT: M. Grochala

APPROVAL OF MINUTES
It was moved by L. Masonick to approve the minutes of April 4, 2013. The motion was
seconded by J. Schwartz and passed unanimously.

RE-INDOCTRINATION BY COMMUNITY DEVELOPMENT DIRECTOR MIKE
GROCHALA

Mr. Grochala provided an overview of the transition process due to the retirement of Economic
Development Coordinator Mary Divine. He stated that the City will not be filling that position
in the short term. A general discussion was had regarding the role of the committee. The board
discussed being an advocate for development, continuing to be involved in policy development
and project financing as being proactive by assisting with city marketing efforts.

LAKE DRIVE REDEVELOPMENT

Mr. Grochala updated the Committee on the status of the existing enforcement action regarding
outdoor storage at 7309 Lake Drive. The property has been previously used as a Contractor
Shop with accessory storage. This was a legal non-conforming use that was originally
established in the mid 70’s. The property is now being used for the storage of construction
trailers which is not a permitted use. The City Council is currently working with the property
owner to evaluate options for conformance.

Mr. Grochala noted that outdoor storage as accessory to a permitted use is currently permissible
with a Conditional Use Permit. However, exterior storage is not allowed as a principle use
within the Light Industrial Zoning District. While the zoning ordinance could be amended to
allow such uses, it may be to the detriment of the surrounding area and hamper redevelopment
efforts. The committee was not in favor of expanding outdoor storage uses.

UPDATES:

LINO LAKES ASSISTED LIVING
The Final Plat and Final Stage Plan for the Lino Lakes Assisted Living expansion will be
reviewed by the City Council at the May 13, 2013 regular council meeting.
