December 15, 1976 <br />The regular meeting of the Lino Lakes Planning and Zoning Board was called <br />to order at 8:05 P.M. on December 15, 1976 by Chairman Gourley. Members <br />present; Karth, Kelling, Nadeau, Reinert. Absent; Shearen, Hill. Mr. McLean <br />was also present. <br />Mr. Kelling moved to approve the minutes of November 17, 1976 as written, <br />Seconded by Mr. Karth. Motion carried unanimously. <br />Mr. Reinert moved to approve the minutes of the Special Meeting held on <br />December 1, 1976 as written. Seconded by Mr. Karth. Motion carried unanimously <br />Mr. Hill arrived at 8L15 P.M. <br />Mr. Paul Albretch, had been scheduled for appearance at this meeing in con- <br />junction with his plat, but he had called to say that he is not ready for a <br />meeting at this time and had asked to pe on the January agenda. He still is <br />getting things worked out with the DNR and the Corps of Engineers. <br />Mr. Karth asked if the sign ordinance had been certified and Mr. McLean said <br />that nothing has been heard from the State on that Ordinance. The Clerk was <br />instructed to contact Mr. Locher for information on this matter. <br />Mr. Gourley asked if any answer had been given to Mr. Welsch on the matter of <br />a street in front of property he owns in Nordin Manor. Mr. McLean said the <br />Council had suggested he get a petition with other property owner's signature's <br />and the street could then be installed and assessed against the owners. Mr. <br />Courley asked for a copy of those minutes. The Clerk will mail them to him. <br />The problem at the Moline Concrete Plant was discussed. There had heen no <br />contact from that firm as to their plans for removing the materials from the <br />street right-of-way. The Clerk was instructed to contact them again and ask <br />for a timing schedule as to when this will be corrected. There was also <br />discussion on the screening required. There is no screening along 4th Avenue <br />and the ditch is nonexistent. The width of the roadway is to be checked and <br />the cement materials must be moved. The Planning and Zoning Board would like <br />some answer by the Council meeting scheduled for December 27, 1976. <br />Mr. Karth moved to recommend to the Council that a check of the Molin Concrete <br />be made in regards to the ditch and location of materials on the street riglt- <br />of-way in reference to the original site plan. Seconded by Mr. Hill. Motion <br />carried unanimously. <br />Mr. Karth asked who owned the Skyline Auto Body location? Someone thought it <br />had been purchased Central Auto Parts. Mr. Karth said it is begining to look <br />lika a junk yard. He felt someone should contact the new owners and inform <br />them of the rules and regulations. It was suggested the Police contact them. <br />Mr. Kelling moved the Police Chief accompany the Building Inspector to inform <br />them. Seconded by Mr. Karth. Motion carried unanimously. <br />The Clerk had received notice of a hearing in reference to funding. There <br />was much discussion on this matter with the Board feeling that perhaps the <br />City is missing out on the availability of funds simply because there is no <br />one to attend these seminars and be knowledgeable in the area of funding and <br />what is required for applications. Mr. Reinert suggested that perhaps the <br />City should investigate the feasibility of the smaller communities banding <br />together and contacting someone who could serve in the capacity of a Grants <br />officer. This will be discussed further. <br />Mr. Gourley asked that Mr. McLean's report be included on the agenda. <br />There was also discussion on the building at the United Tire location. Mr. <br />
