Bergeson <br />OTHERS <br />PRESENT: B. Wessel, R. Batty, M. Divine <br />CONSIDERATION OF MINUTES <br />EDA Member Neal moved to approve the minutes of March 24, 1997. EDA Member <br />Kuether seconded the motion. Motion passed unanimously. <br />CONSIDERATION OF RESOLUTION NO. 97-08 ADOPTING A MODIFIED <br />PROGRAM FOR DEVELOPMENT DISTRICT NO. 1 AND A PLAN FOR TIF <br />DISTRICT NO. 1-8 <br />Mr. Wessel explained to the board that this resolution established a 25-year <br />Redevelopment District in three separate areas of the city. This district gives the city the <br />ability to offer financial assistance for redevelopment of four parcels, including the old <br />Gethsemane Church site, the Kaiser property and the 49 Club. He explained that it would <br />be possible to expand the district to include other parcels in the future, providing they <br />meet the criteria for redevelopment. <br />EDA Member Kuether asked why Miller's on Main was not included. Ms. Divine <br />explained that parcels in the district had to classified as substandard, which meant that it <br />required substantial renovation or clearance. The Kaiser property, as an example, required <br />all supply lines, and draw and waste pipes be replaced, and that the foundation had <br />heaved. The building could not be brought up to code for less than 15% of the cost of <br />building a new structure, so it qualified. <br />Mr. Wessel explained this district was put into place at this time to create a site that works <br />for the Fairview Clinic on the Gethsemane site. The site will require added preparation to <br />accommodate the drainage plan. EDA Member Lyden asked if TIF would be used to take <br />the building down. Mr. Wessel replied that the purchase agreement called for Mr. Rehbein <br />to remove the building and that TIF would be used for site preparation and assessments. <br />Mr. Batty added that this was prudent use of TIF to achieve goals which might not <br />otherwise occur. <br />
