EDA MINUTES February 13, 2017 <br />APPROVED <br />1 <br />DATE : February 13, 2017 <br />TIME STARTED : 7:15 p.m. <br />TIME ENDED : 7:30 p.m. <br />MEMBERS PRESENT : EDA Members Kusterman, Reinert, Rafferty, <br />Maher, Manthey <br />MEMBERS ABSENT : None <br />OTHERS PRESENT: : Community Development Director Michael <br />Grochala; City Clerk Julie Bartell <br /> <br />The meeting was called to order at 7:15 p.m. by EDA President Kusterman. <br /> <br />CONSIDERATION OF THE MINUTES OF DECEMBER 12, 2016 <br /> <br />Economic Development Authority (EDA) Member Rafferty moved to approve the December 12, <br />2016 minutes as presented. EDA Member Maher seconded the motion. Motion carried on a <br />voice vote. <br /> <br />CONSIDERATION OF 2017 ANNUAL APPOINTMENTS <br />Community Development Director Grochala reviewed the list of appointments that are <br />considered annually by the group. The list includes providers for certain professional services <br />and staff is recommending those remain in place as is. The other appointments are the EDA <br />officers (President, Vice President and Treasurer). EDA Member Reinert suggested that one <br />option would be to rotate the officers and move people up the ladder, i.e. Vice President move to <br />President, Treasurer to Vice President, etc. That way experience in those positions is shared. <br /> <br />EDA Member Reinert moved to approve the following appointments for 2017 EDA Officers: <br />President – Rafferty <br />Vice President – Manthey <br />Treasurer – Maher. <br /> <br />EDA Maher seconded the motion. Motion carried on a voice vote. <br /> <br />EDA Member Reinert moved that the balance of the EDA appointments remain as is for 2017. <br />EDA Member Maher seconded the motion. Motion carried on a voice vote. <br /> <br />EDA ANNUAL REPORT <br /> <br />Michael Grochala, Community Development Director, reviewed the written staff report, <br />highlighting the following 2016 activities: <br />- 49 Club building demolition; <br />- Business Subsidy Policy update; <br />- Development Plan/District and TIF plan for United Properties project; <br />- Contract for Development, United Properties; <br />- Land Sale, DR Horton. <br /> <br />Staff and the council discussed the substantial increase in development within the city in 2016. <br />Development activity overall and building permit value included saw substantial growth during <br />the year.
