EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL <br />OF THE CITY OF LINO LAKES, ANOKA COUNTY, MINNESTOA <br />A regular meeting of the City Council of the City of Lino Lakes, Anoka County, <br />Minnesota was duly held in the City Hall, City of Lino Lakes, at 8:00 o'clock P. M. <br />on the 8th day of March, 1976, at which meeting the following members were present: <br />Acting Mayor, Richard Zelinka, and Councilmen Harvey Karth, John McLean and Robert <br />Schneider. <br />* <br />* * * * * * * * <br />John McLean introduced the following resolution and moved its adoption: <br />WHEREAS, the City Council of Lino Lakes has been duly informed that the Anoka <br />County Board of Commissioners, by unanimous vote, has given conceptual approval for <br />the Establishment of a Subordinate Taxing District/Districts, and <br />WHEREAS, this approval was given despite incomplete and inadequate information <br />on cost -benefit ratios, and <br />WHEREAS, this concept would deprive local governing units of their right of <br />self-determination of the level, cost and quality of law enforcement for their res- <br />pective communities, and, <br />WHEREAS, the practice of isolating one County Service for taxation without a <br />complete analysis of County Services such as ice arenas, librarys, mosquito control, <br />parks, etc. to determine who benefits from revenues received by the County, and the <br />subsequent establishment of subordinate taxing overlay districts for each respective <br />service would be ill-advised at best, and discriminatory at worst, <br />NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Lino Lakes <br />asks that the Anoka County Board of Commissioners reconsider and rescind the action <br />of the afore -referenced resolution. <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Robert Schneider and upon vote being taken thereon, the following voted in favor <br />thereof: Acting Mayor Zelinka, Councilmen Karth, McLean and Schneider, and the follow- <br />ing voted against the same: None. <br />Whereupon the said resolution was declared duly passed and adopted. <br />STATE OF MINNESOTA ) <br />) ss <br />COUNTY OF ANOKA ) <br />I, the undersigned, being the duly qualified and -acting Clerk of the City of <br />Lino Lakes, Anoka County, Minnesota, do hereby certify that I have carefully exam <br />J _ J. t t i_ _ 1 f _ f•„ ._ 1 f M i i_ Crrl l r M J <br />irleu aiiu cGiil�aieu the ai iai;ii�u aii� �viCy�iiiy r=xiiclCi of rv�iiluic5 d nCy`uioi i�i�ci- <br />ing of the City Council of the City of Lino -Lakes, held on the 8th day of March, 1976, <br />with the original thereof, on file in my office and the same is a full and complete <br />transcript therefrom. <br />Witness my hand officially as such Clerk and the Official Seal of the City, <br />this' day of March, 1976. <br />(SEAL) <br />/ <br />/1 <br />Edna L.
