2 -21 -1973 <br />The regular meeting of the Planning and Zoning Board was called to order at <br />8:15 P.M. on February 21., 1973 by Chairman McLean. Members present: Misters <br />Kel I ing, Karth, Shearen, Hi l 1. Absent Misters Nadeau and Farrand. Attorney <br />Locher was also absent due to illness. Mr. Marier was present as liaison to <br />the Council. <br />Mr. Shearen moved to accept the minutes of January 17, 1973 and the Special <br />Minutes of February 8, 1973 as presented. Seconded by Mr. Karth. Motion <br />carried. <br />The Public hearing for the repiatting of U. S. Lakes Addition #3 was opened <br />at 8:20 P. M. Mr. Busch and Mr. Dielentheis were here to represent U. S. Lakes. <br />Mr. Meyer, from Suburban Engineering was also present. <br />Mr. McLean read the copies of the posted notices on the vacations of certain <br />streets and the notic a for final plat hearings and on certain easements of <br />drainage and utilities. <br />Mr. McLean read the recommendations of the P & Z Board to U. S. Lakes at the <br />October 18, 1973 meeting as follows: <br />1. Both applications be revised to provide for RI zoning on all lands <br />covered in the two applications. <br />2. Delete all open space or park proposal from the two applications. <br />3. The Platting be revised to utilize those areas that were designated as <br />open space. <br />4. Revise East Shadow Lake Drive to suggested layout provided by U. S. <br />Lakes. <br />5. The development and sale of lots be restricted to 75 -80% of the <br />presently serviced areas before proceeding to platted areas requiring <br />extension of services. <br />Mr. McLean then read a letter from Mr. Gotwald stating that the Plat was <br />generally the same; some of the lots and streets had been changed in order to <br />conform with the Village specifications. The streets also conform to our spec- <br />ifications. Our Village ordinance requires that all street improvements be <br />crranged for prior to the signing of the final plat. Mr. Gotwald will make the <br />cost estimates when the plat has received final approval of the Council. He <br />recommends approval of the plat. <br />Mr. Karth had some questions as to the size of some of the lots. Mr. Meyer <br />said that all lot areas were computerized and they had been very careful to <br />conform to our requirements. He checked the lots in question and they were of <br />legal size. <br />There was a question concerning the lots on the cul -de -sacs which did not have <br />75' on the street as required by our zoning ordinance. There was much discussion <br />on this since the chart in the zoning ordinance requires 75' at the set back <br />line. They felt that the configuration of the lots on the cul -de -sacs would not <br />conform to a 75' frontage and a 75' set back there is the Ooss ibi i:i ty .that the <br />lots 'would then be oversized. <br />Mr. Ke l l i ng noted that the approval of cul-de-sacs creates problems. He felt <br />that we must make some absolute rules as to frontage on cul -de -sacs an%1 suggested <br />that the Planning & Zoning Board establish some firrr requirements. <br />
