February 7, 1983 <br />Task Force <br />Informational Meeting <br />This meeting was called to order at 7:30 P.M. by Mr, L, Johnson. He <br />411 �c H �5 <br />told the people present thatw� meeting is to discuss the proposed zoning <br />ordinance and zoning districts. At this meeting only the NE Quadrant <br />of the City will be discussed. <br />Mr. Johnson informed the residents of the work that has been done by <br />the Task Force noting that this is usually done by a Planning and Zoning <br />Board or the City Council. However, this City put it in the hands of <br />the Citizens of the City and these informatiNa1 meetings are to inform <br />the residents of what has been proposed for the City. <br />Mr. Johnson introduced Mr. Bill Short, City Planner and ask that he <br />present the actions of the Task Force. <br />Mr. Short gave background information as to why this is necessary. He <br />then pointed out the areas of zoning on the district zoning map and <br />listed the proposed uses for that area. The entire area is zoned R <br />and requires 10 acres per home. Mr. Short noted some of the permitted <br />uses of this area. <br />Marty Bancroft - 24th Avenue - questioned the definition of a stables - <br />does this mean a place for boarding or is a place where hors,=' are <br />rented to ride trails? <br />Y N ` ✓ <br />Mr. Shorttthis hasn't been defined as yet but there is a need to make <br />a distinction. <br />411 Mike Morseth - Will the current use of the land be allowed to continue - <br />will that be grandfathered in? Mr. Short said, ;Yes, but there can be <br />no intensification of the use and if the use ceased to exist for one <br />year, it could not be resumed. <br />Pat Stark - 20th Avenue North - asked about selling 5 acres to her <br />daughter - can this be done. Mr. Short said the standard in that area <br />is ten acres. <br />Dorothy Perkins - Main Street - asked if the minimum is ten acres, why <br />are new homes being constructed on smaller lots? Mr. Short said if the <br />land is of record, it is a buildable lot. <br />aC- <br />Jim McGeary - W. Rondeau - asked about how many acres /'needed for live <br />stock. He was told this would be controlled under the existing animal <br />ordinance. Mr. McGeary felt that ten acres is too much for a home, would <br />have one acre for the house and nine acres of weeds. How would this <br />be untangled at the time sewers are installed? Mr. Short said at the <br />time a ten acre parcel is split a subdivision would have to be filed <br />designating where the home would be constructed and how the land would <br />be split in the event of sewers. <br />Earl Olson - 1210 Main Street - has 40 acres - wants to give each child <br />one fourth of the land - how could they ever afford the assessments if <br />IIIand when there is sewers. It was explained how the land would need to <br />be subdivided and at the time there was a sewer proposal, the lots could <br />be sold. <br />
