1 <br />1 <br />1 <br />January 27, 1975 <br />The regular meeting of the Lino Lakes City Council was called to order <br />on January 27, 1975 at 8:05 P.M. by Mayor Bohjanen. Councilmen present: <br />Jaworski, Marier, McLean and Zelinka. Mr. Locher was also present. <br />Mayor Bohjanen requested the audience to stand for a moment of silence <br />in memory of Mr. Milford Kline who passed away this past week. <br />The "Citizen of the Year" award was presented to Mr. Richard Juleen <br />for his many years of service to this City. He is also a Charter <br />Member of the Civil Defense. <br />Mr. Marier moved to approve the minutes of January 13, 1975 as written. <br />Seconded by Mr. Zelinka. Motion carried. <br />Mr. Carl Byron of Gene's Towing appeared before the Council to ask <br />about 'snowbirds', He now has a place to store the vehicles that <br />are towed in and he would like the Councils permission to be res- <br />ponsible for this towing. He asked how long these vehicles must be <br />held before they can be disposed of. <br />Mr. Locher said there should be an Ordinance for this and he will bring <br />samples to the next Council meeting. <br />Mr. Bryon told the Council that the cars will be stored at the Skyline <br />Autobody lot. He is bonded and has insurance to cover this operation. <br />He has an office at his home but storage of all vehicles will be at the <br />above named locations. He only tows vehicles away on order from the <br />Police Department. <br />The general consensus of the Council was approval of this operation. <br />Mr. Jaworski so moved. Seconded by Mr. Zelinka. Motion carried. <br />The hearing for the final plat of Whispering Pines presented by Mr. <br />Charles Nelson was called to order at 8:15 P.M. Mr. Marier reported <br />this plat have been reviewed by the Planning and Zoning Board and <br />they had recommended approval. The Rice Creek Watershed Board <br />had also given approval of the plat. However, a letter from Mr. Doyle <br />of the Metropolitan Council Staff informed the Council that this plat <br />will be reviewed by the Human Resources Commission on Thursday, January <br />30, 1975 at 3:30 P.M. The recommendation from the Metropolitan Staff <br />Council is that the plat not be approved. However, the Council felt the <br />reasoning was inconsistent and capricious. <br />Mr. Nelson stated that he had started with Z acre lots to be sold in <br />lots of two in order for splitting when utilities were installed. He <br />was told that according to Metropolitan Guidelines this size lot would <br />not be considered. He then went to the expense of having the area re- <br />platted to conform with Metropolitan wishes. Now that it is platted <br />according to the requirements, the recommendation is to not approve. <br />He fails to understand the reasoning behind the recommendations. <br />After some discussion of this recommendation from the Metropolitan <br />Council Staff, Mr. Marier moved to accept the Whispering Pines plat as <br />presented.
