Motion carried with Mr. <br />Kulaszewicz voting, No. <br />Mr. McLean moved to approve requisition #817. Seconded by Mr. Kulaszewicz. Motion <br />carried unanimously. <br />Mr. Kulaszewicz moved to approve checks #8572 through and including #8619, with #8576 <br />being void. Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. Kulaszewicz moved to adjourn at 11:55 P.M. Seconded by Mr. McLean. Sarner, Clerk- Treasurer <br />February 23, 1978 <br />The special meeting of the Lino Lakes City Council and the Hugo Council was called to <br />order at 7L30 P.M. on February 23, 1978. Mr. Locher also attended this meeting. <br />The meeting had been called to discuss the two City's position on the proposal as <br />submitted by Mr. Netercut of the M &tropolital Open Space Commission. A position paper <br />had been prepared byuuLino Lakes and copies had been forwarded to members of the City <br />of Hugo's City Council. <br />Mr. McLean presented the general concept of the Chain of Lakes Park and the misuse of <br />the land in that Park. He also pointed out the plans for day camping and overnight <br />camping facilities planned for the Chain of Lakes Parks and questioned the duplication <br />as proposed by Ramsey County in the area of Otter Lake. <br />Mayor Karth reported on the discussion of the question of the legality of the use of <br />the Hensel farm home by the Jonathan Home for Boys. There has not been an answer on <br />this question as yet. <br />Mr. Locher suggested the possibility of Mr. Hensel taking action against the County for <br />condemning and taking his land by misrepresentation in that the lands were condemned <br />for open space and are now being used for an entirely different purpose. <br />Mayor LeValle, of Hugo, said they have no problem with land acquisition; he felt they <br />could agree to the bike trail concept; will not consent to any land acquisition. <br />The pros and cons of retaining ownershop of the bike trails was discussed. There was <br />concern of the cost of construction and maintenance. A plus in the retention of owner- <br />ship of the trails was the elimination of patrols in the area by Ramsey County. <br />The general consensus of both Council was there could be an agreement on the bike trail <br />proposal, providing this trail remians within the existing rught -of -way. Mr. McLean <br />said this agreement should be emphasized as the end of any kind of acquisition with the <br />boundaries of these two Cities. <br />Each Council will formulate a Resolution for presentation to the Metropolitan Open <br />Space Commission. <br />
