1 <br />1 <br />1 <br />March 6, 1978 <br />The special meeting of the Lino Lakes City Council was called to order at 8:05 P.M. by <br />Mayor Karth. Members present; McLean, Kulaszewicz, Schneider. Absent; Zelinka. Mem- <br />bers of the Park Board present; Scherer, Resch, Liljedahl, Shaughnessy. <br />Mayor Karth noted the purpose of this meeting is to resolve the matter of Park land ded- <br />ication or 'money in leiu of land'. The Park Board has submitted a recommendation of $150.0 <br />per living unit to be assessed at the time a building permit is issued. <br />Mr. McLean felt that if this method is used, the money would be stretched over quite a <br />period of years - where, if the money is obtained from the developer, it would be recieved <br />now. This money could be invested and earn interest. It would also be available for cap- <br />ital improvements or for the acquisition of other lands, if the need arose. <br />Mayor Karth felt that assessing the developers would only pass on this cost to the consum- <br />er, only at a higher cost. He also felt that if some of the developers pay this amount <br />at the time of platting, this will force the borrowing of this money. This could result <br />in some failures. <br />There was discussion on the future needs of lands on the East side of the City. The re- <br />commendation from the Park Board included the option of the City to purchase 10% of the <br />land at the time of development at the developer's costs. This would give the City the <br />necessary flexibility. <br />The dollar amount to be assessed to the developers whose lands have already been approved <br />was discussed. There was also discussion on which plats would be affected by this change <br />in procedure. <br />Mr. McLean moved to use $1,100.00 per acre as the value to compute 'Money in Lieu of <br />lands for Park Purpose' on all plats that have received Council preliminary plat approval <br />as of March 6, 1978. (The method to be used: 40 acres = 4 acres x $1,100.00 = $4,400.00). <br />Seconded by Mr. Schneider. Motion carried unanimously. <br />Mr. McLean moved to adopt an Ordinance revision that will delete the 10% requirement for <br />park land dedication on plats and replace with the requirement of $150.00 per living unit <br />to be assessed at the time a building permit is issued, with the City retaining the option <br />of purchasing from the developer at the developer's cost at the time of platting, 10% of <br />the land for park purposes. The fee as established by this Ordinance Revision will be <br />revised annually by Council Resolution in the first quarter of the year. Seconded by Mr. <br />Kulaszewicz. Motion carried unanimously. <br />The Park Board had recommended an assessment of 5c per square foot of building area on <br />all commercial development. There was some discussion on this and Mr. McLean moved to <br />delete the 5¢ per square foot requirement on commercial properties. Seconded by Mr. Sch- <br />neider. Motion carried unanimously. <br />Mr. Schneider moved to adjourn at 9:30 P.M. Seconded by Mr. McLean.
