84 March 13, 1978 The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M. by Mayor Karth on March 13, 1978. Council members present; Kulaszewicz, McLean, Schneider, Zelinka. Absent; None. Mr. Locher was also present. Mr. Schneider moved to approve the minutes of February 27, 1978 as written. Seconded by Mr. Kulaszewicz. Motion carried unanimously. Mr. Schneider moved to approve the minutes of the special meeting held on March 6, 1978 as written. Seconded by Mr. Kulaszewicz. Motion carried unanimously, with Mr. Zelinka abst- aining. The Clerk presented the following items for Council consideration: ..The square mileage of covered area by the Centerville Fire Department had been re- computed by Mr. Sundber, Centerville Fire Chief, and the figure had been reduced from 20 square miles to 15 square miles. The Clerk had re- computed to costs and asked this contract, with the correction, be considered. Mr. Schneider questioned the overcharge of last year. Mr. Schneider moved to instruct the Clerk to contact Centerville on a possible refund of this over charge. Seconded by Mr. Zel- inka. Motion carried unanimously. Mr. Zelinka moved to approve and authorize the Mayor and Clerk to sign the Fire Coverage Contract with the City of Centerville with the corrections outlined by the Clerk. Seconded by Mr. Schneider. Motion carried unanimously. ..There was some question of the costs for the Police Contract. The final figure will not be available until the settlement of the Contract. Mr. Schneider asked this matter be put in the tickler file for consideration of a different formula for computing the cost for 1979. This should be on the agenda in October. ..The Clerk also suggested that the valuation of the area covered by each fire department should be recomputed. The percentages used are from figures complied over six years ago. Mr. Schneider moved to ask the Clerk to analyze the time needed for th4s and report back to the Council. ..A request for a special permit to sell beer at a Polka Dance to be held at St. Joseph's Church on April 22, 1978 had been received. Mr. Zelinka moved to approve this request. Seconded by Mr. Schneider. Motion carried unanimously. ..Municipal fines for the month of February was $408.17. ..A letter from Mr. Gotwald setting forth the amount of the Letter of Credit to be provided by Mr. Ulmer in conjunction with the Rice lake Addition plat was discussed. This set the amount at $45,350.00 and this will apply only to the east half of the plat. No permits are to be issued on the west side. ..The Clerk presented a notice of a meeting scheduled for March 23, 1978 at the Radisson South to present the rules and regulations for the application for HUD grants. A letter from Mr. Oberstar urging this City to send a representative to the meeting has also been recieved. Mr. Schneider said he would call Mr. Anfinson on the advisability of sending someone to the meeting. The Public Hearing for Lakes Addition #4 was called to order at 8:30 P.M.
